The Board approved this change to `he minutes. Doug Leslie reviewed and presented to the Board the prioritization of the proposed projects for the airport and total cost of each project, a copy of which is attached. It was noted that the drainage work at the airport was removed from priority because of City conducted ditch work, and additional work will be projected out further in the future. Doug Leslie also explained that funding was in place for the projects, $1.2 million in FAA funds, $900,000 in construction monies available from the bond issue, and an accumulation of $300,000 in the last three out years. After discussion on each proposed project, Bill Walker moved, seconded by Jim Bowman, that the Board recommend the approval of the priorities as listed. The Board unanimously approved. Mark Seesing presented to the board the following marketing strategies for the existing terminal building: 1. Entice a flight school to be brought in, and possibly work with the University on this. This could also offer many aviation related courses. 2. Work on bringing in new prospective airlines. Airport Board Meeting %.)ctober 10, 1990 Minutes Page 2 Alan Maki suggested that a program be offered through the University regarding port authority, transportation or distribution training, since no such program is available within the area. He said that Cape is well suited for hands-on training with the facilities of the port, airport, railroads, and interstate highway. He also suggested that the airport work with the new marketing professor and the Marketing Club at the University to help with the marketing strategies of the airport. Mark Seesing presented a report on the success of the air show. He noted that the turnout was lower and the cost higher than he expected but felt it had a good impact on the community. Bill Walker moved, seconded by Jim Bowman, that Mark Seesing be sent a letter commending him on the work he did for the air show. The Board unanimously approved. Jim Bowman was appointed to prepare the letter. Doug Leslie also commended Mark Seesing, the city staff and all the volunteers for the work they did on the air show. Doug Leslie and Mark Seesing reported on the status of the tower contract. The specifications and wage determination will have to be advertised, and FAA wants them by November 15. So far Midwest was the only one who contacted the City about a bid. The City will be entering its bid as well as handling all the other bids as "prime contractor." Mark Seesing presented to the Board the airport usage report, a copy of which is attached, indicating a 99 percent completion rate for the month. He also indicated that he had received a letter from TWE regarding the usage of the J-31 for the Cape Girardeau airport, a copy of which is attached. After discussion on which road to name, Truman Cole moved, seconded by Bill Walker, that a street be named after Rush H. Limbaugh, Jr. Bill Walker moved, seconded by Jim Bowman, that this motion be tabled until the next meeting. The Board unanimously approved.
