Seesing Mark Seesing Alan Maki Bill Walker Jim Bowman, Secretary Guests: Steve Rickard The meeting was called to order at 4:01 P.M. by Chairman McClanahan. Alan Maki suggested that the August 1st minutes be amended to say that "the FAA grant be accepted subject to any amendments to the grant application that may be necessary." The Board approved this change to the minutes. It was pointed out that in our special joint meeting with the Council on August 15, 1990 that Mayor Rhodes asked the Board to consider the various options concerning the terminal building and make a recommendation to the council. Doug Leslie said that the options and their costs were as follows: 1. New terminal building --- ------------$1,353,000.00 2. Renovate the old terminal ------------------ $ 991,600.00 3. Scaled down renovation--------------------- $ 531,000.00 He said that money was available in the master plan, but the plan should be reviewed to see if priorities should be revised. No one on the Board indicated any interest in Option #3, the scaled down renovation plan. Airport Board Meeting September 5, 1990 Minutes Page 2 Bill Walker moved that we recommend that a new terminal building be built, with two conditions: 1. That during each of the next six monthly meetings we review the priorities and review and revise or revoke each of the projects. 2. That we seek a lessee for the old terminal building. The motion was seconded by Maki and approved unanimously by the board. Doug Leslie said the City Staff would provide the information at the next Board meeting as to the impact their action would have on the airport plan. Alan Maki indicated we would need the cost to maintain the existing terminal building until a new one is built so that an intelligent decision could be made. Steve Rickard presented a proposal to improve airline service. Basically he is suggesting a private, locally financed franchise operation with American Eagle Airlines to provide service between Chicago O'Hare and Cape Girardeau, Paducah, and Marion - Williamson County. He intends to use only one aircraft, but with agreements to lease if the one aircraft is not operating. A resolution to encourage expansion of commercial airline service was presented, a copy of which is attached. Jim Bowman moved, seconded by J. T. Seesing, that the resolution be passed. The Board approved, with Bill Walker abstaining from voting. Doug Leslie and Mark Seesing indicated that the contract for the control tower operation will expire October 1, 1990 and suggested that the contract be extended for three months, through December 31, 1990. We will need to re -bid the contract prior to that time. Bill Walker moved, seconded by Alan Maki, that the contract be extended and the Board unanimously approved. Mark Seesing presented an update on Airport Improvement Plan. Mark also gave a detailed review of the program for "Aviation Days 1990" to be held at the Airport on Saturday and Sunday, September 22nd and 23rd. Board members were encouraged to attend. There being no further business, the meeting adjourned Respectfully submitted Jim Bowman Secretary
