T. Seesing Guests Jay Eastlick Harold Belzer Tom Holshouser Jim Wareham The meeting was called to order by Chairman Paul Miles. The minutes of the March 7, 1990, meeting were approved as mailed. The following items of business were brought before the Board: L CMT RETAINER Harold Belzer of Crawford, Murphy and Tilley, Inc., consulting engineers and Tom Holshouser of Holshouser and Associates, architects appeared before the Board at the invitation of the Board to explain the intent and scope of the contract they proposed to the City. The Board learned that the City Council approved the contract without first receiving a recommendation from the Airport Board. Truman Cole made a motion to adjourn the meeting since this was the main reason for the Board meeting and it no longer needed action by the Airport Board. The motion died for lack of a second. Mr. Belzer and Mr. Holshouser were then asked to explain the projects listed in the contract. From the discussion, the Board learned that Project #1 was an evaluation of the present terminal building to determine if the present building should be renovated or a new facility be constructed. The Board was also informed that Project #2 covered the evaluation and related service for airport development of an entrance road, airfield marking and signage, t -hangars, taxiway and associated facilities. At the time of the meeting, the contract still required FAA approval. Mr. Holshouser asked for input from the Board, pilots, frequent flyers, and other interested users to assist him with his evaluation. Airport Board Minutes April 4, 1990 `—' Page 2 Mr. Belzer pointed out to the Board that the removal of asbestos from the terminal building would be a large expense and he recommended that it should be performed by skilled contractors under a separate contract if the building is to be renovated or removed. Mr. Belzer anticipated that both projects would be completed by June 1, 1990. He also stated that Mr. Steve Wehmeyer is the on-site engineer. NEW AIRLINE SERVICE Mr. Jim Wareham, advertising manager of KFVS-TV, appeared before the Board to discuss some of his ideas about how the area could achieve airline service from a major airline. He felt that by uniting the entire Southeast Missouri and Southern Illinois areas and using both Cape Girardeau and Marion, Illinois airports, a carrier such as Midway Airlines out of Chicago may be interested in servicing our area. He also offered the assistance of KFVS-TV and his personal assistance to influence a major airline to look at this area. STREET NAMES The police and fire departments of the City have asked that the streets at the Airport be named to assist their departments to properly respond to emergencies at the Airport. Paul Brinkopf pointed out that the airport could use the street naming as a project to involve the general public with the airport. The airport manager was asked to develop a contest for all citizens to propose names. FREQUENT FLYER PROGRAM Mark Seesing proposed a frequent flyer program to be developed through business sponsorship of prizes to be awarded. He will further develop the program and report progress at a later meeting of the board. There being no further business to come before the Board, a motion was made by Jerry McClanahan and seconded by Truman Cole to adjourn the meeting. The motion was passed. The meeting adjourned at 6:10 p.m. Respectfully submitted, '— John T. Seesing Secretary
