STUDY SESSION—July 6,2021
NO ACTION TAKEN DURING THE STUDY SESSION

The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on
Tuesday, July 6, 2021, starting at 5:00 p.m. with Mayor Bob Fox presiding and Council Members
Shelly Moore, Dan Presson, Nate Thomas, and Shannon Truxel present. Robbie Guard and Stacy
Kinder were absent.
REGULAR SESSION—July 6,2021
CALL TO ORDER
The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on
Tuesday, July 6, 2021, at 5:27 p.m., with Mayor Bob Fox presiding and Council Members Shelly
Moore, Dan Presson, Nate Thomas, and Shannon Truxel present. Robbie Guard and Stacy
Kinder,were absent.
ADOPTION OF THE AGENDA
A Motion was made by Dan Presson, Seconded by Nate Thomas,to adopt the Agenda.
Motion passed. 5-0. Ayes: Fox,Moore,Presson, Thomas,Truxel. Absent: Guard,Kinder.
PUBLIC HEARINGS
A Public Hearing to determine if the TIF Project in Redevelopment Project Area One is Making
Satisfactory Progress. Mayor Fox opened the hearing.
Molly Mehner, Deputy City Manager, stated a five-year public hearing is required by State
Statute, and she discussed in detail the progress that had been made on the TIF project in
Redevelopment Project Area One
There being no further appearances,the hearing was closed.
Following comments by Council, a Motion was made by Nate Thomas, Seconded by Dan
Presson, that based on the information submitted at the public hearing, the City Council find and
determine that the redevelopment project described in the Redevelopment Plan for the Downtown
Tax Increment Financing District, Cape Girardeau, MO, 2015 is making satisfactory progress
under the proposed time schedule contained within the approved plan for completion of the
project.
Motion passed. 5-0. Ayes: Fox, Moore, Presson,Thomas, Truxel. Absent: Guard,Kinder.
CONSENT AGENDA
Approval of the June 21, 2021, City Council regular and closed session minutes.
BILL NO. 21-97, an Ordinance authorizing the acquisition of Temporary Construction Easements
and Rights-of-Way, from various property owners for the Independence Street Project, in the City
of Cape Girardeau. Second and Third Readings.
BILL NO. 21-98, an Ordinance authorizing the issuance of a Special Tax Bill for property located
at 529 South Benton Street, for the demolition of a dangerous building and for the abatement of a

nuisance, under the provisions of Chapter 7 and Chapter 13 of the Code of Ordinances of the City
of Cape Girardeau,Missouri. Second and Third Readings.
BILL NO. 21-99, an Ordinance approving the record plat of R & D Subdivision. Second and
Third Readings.
A Motion was made by Shannon Truxel, Seconded by Dan Presson,to approve and adopt.
Motion passed. 5-0. Ayes: Fox,Moore,Presson,Thomas, Truxel. Absent: Guard,Kinder.
BILL NO. 21-97 will be Ordinance NO. 5421; BILL NO. 21-98 will be Ordinance NO. 5422;
BILL NO. 21-99 will be Ordinance NO. 5423.
NEW ORDINANCES
BILL NO. 21-101, an Ordinance appropriating funds for operating expenditures, capital
expenditures, debt service expenditures, and transfers for the fiscal year ending June 30, 2021, in
the City of Cape Girardeau. First Reading.
A Motion was made by Dan Presson, Seconded by Nate Thomas,to approve.
Motion passed. 5-0. Ayes: Fox, Moore, Presson,Thomas, Truxel. Absent: Guard,Kinder.
BILL NO. 21-102, an Ordinance approving the record plat of D & K Stock Subdivision. First
Reading.
A Motion was made by Shannon Truxel, Seconded by Nate Thomas, to approve.
Motion passed. 5-0. Ayes: Fox,Moore, Presson,Thomas, Truxel. Absent: Guard,Kinder,
APPOINTMENTS
Appointment to the Historic Preservation Commission
A Motion was made by Nate Thomas, Seconded by Shannon Truxel, to appoint Caitlin McCready
to the Historic Preservation Commission for a term expiring April 16, 2024.
Motion passed. 5-0. Ayes: Fox, Moore, Presson, Thomas, Truxel. Absent: Guard, Kinder.
MEETING ADJOURNMENT
A Motion was made by Dan Presson, Seconded by Nate Thomas,to adjourn from regular session.
