Regular Session December 21,2020 KK-437 STUDY SESSION—December 21,2020 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session on Monday,December 21,2020, starting at 5:00 p.m. with Mayor Bob Fox presiding and Council Members Robbie Guard, Stacy Kinder, Shelly Moore, Dan Presson, Nate Thomas, and Shannon Truxel present via Internet videoconferencing(Zoom.us). REGULAR SESSION—December 21,2020 CALL TO ORDER The Cape Girardeau City Council convened in regular session on Monday, December 21,2020, at 5:39 p.m., with Mayor Bob Fox presiding and Council Members Robbie Guard, Stacy Kinder, Shelly Moore, Dan Presson, Nate Thomas, and Shannon Truxel present via Internet videoconferencing(Zoom.us). ADOPTION OF THE AGENDA A Motion was made by Robbie Guard, Seconded by Dan Presson,to adopt the agenda. Motion passed. 7-0. Ayes: Fox, Guard,Kinder, Moore, Presson,Thomas, Truxel. PUBLIC HEARINGS A public hearing to consider the proposed voluntary annexation of property located at 4178 State Highway K, as requested by Christian Faith Fellowship, and the proposed zoning of the same property as C-2, Highway Commercial District. Mayor Bob Fox opened the public hearing. There being no appearances the public hearing was closed. APPEARANCES None. CONSENT AGENDA Approval of the December 7, 2020, City Council regular session minutes and closed session minutes and the December 15, 2020 City Council special session minutes. Bill No.20-171 An Ordinance Amending Chapter 20 of the Code of Ordinances of the City of Cape Girardeau, Missouri, regarding Police Officer Qualifications. Second and Third Readings. BILL NO. 20-174, an Ordinance annexing land into the city limits of the City of Cape Girardeau, Missouri, located adjacent to the Cape Girardeau Regional Airport, upon the request of the City of Cape Girardeau. Second and Third Readings. Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session December 21, 2020 KK-438 BILL NO. 20-175, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by zoning newly annexed property located adjacent to the Cape Girardeau Regional Airport as A-1, Airport District. Second and Third Readings. BILL NO. 20-176, an Ordinance extending the boundaries of Ward 6 to include newly annexed property into the city limits of the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 20-177, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau,Missouri,by changing the zoning of property located at 319 North Main Street, in the City and County of Cape Girardeau,Missouri, from M-1 to CBD. Second and Third Readings. BILL NO. 20-178, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of property located at 4210 and 4250 State Highway K, in the City and County of Cape Girardeau, Missouri, from R-1 to C-1. Second and Third Readings. BILL NO. 20-179, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri,by changing the zoning of property located at 825 South Ellis Street, in the City and County of Cape Girardeau,Missouri, from R-3 to NC. Second and Third Readings. BILL NO. 20-180, a Resolution authorizing the City Manager to execute a License and Indemnity Agreement with Elmer E. Grant IV, for installation of a retaining wall at 444 Washington Avenue, in the City of Cape Girardeau, Missouri. Reading and Passage. BILL NO. 20-181, a Resolution authorizing the City Manager to execute a Sixth Addendum to the Professional Service Agreement with Alliance Water Resources, Inc., in the City of Cape Girardeau, Missouri. Reading and Passage. BILL NO. 20-182,a Resolution authorizing the City Manager to execute a Performance Guarantee Agreement with Meyr Properties, L.P., for Touchdown Ridge 2, in the City of Cape Girardeau, Missouri. NEW ORDINANCES BILL NO. 20-183, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri,by changing the zoning of property located at 2979 Beavercreek Drive, in the City and County of Cape Girardeau, Missouri, from R-1 to R-3. First Reading. A Motion was made by Dan Presson, Seconded by Stacy Kinder,to approve. Motion passed. 7-0. Ayes: Fox, Guard,Kinder, Moore,Presson,Thomas, Truxel. Regular Session December 21, 2020 KK-439 BILL NO. 20-184, an Ordinance authorizing the City Manager to execute a State Block Grant ii Agreement with the Missouri Highways and Transportation Commission to fund air service 117. promotion and marketing, at the Cape Girardeau Regional Airport. First Reading. A Motion was made by Stacy Kinder, Seconded by Shelly Moore,to approve. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore, Presson, Thomas, Truxel. BILL NO. 20-185, an Ordinance approving the record plat of Cape West 17th Subdivision. First Reading. A Motion was made by Dan Presson, Seconded by Nate Thomas,to approve. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore,Presson, Thomas,Truxel. APPOINTMENTS Appointment to the Convention&Visitors Bureau Executive Board A Motion was made by Robbie Guard, Seconded by Nate Thomas, to appoint Quantella Noto to the Convention &Visitors Bureau Executive Board for a term expiring December 1, 2023. Motion passed. 7-0. Ayes: Fox, Guard, Kinder, Moore, Presson, Thomas,Truxel. MEETING ADJOURNMENT A Motion was made by Stacy Kinder, Seconded by Dan Presson, to adjourn from regular session and to convene in closed session for legal actions and litigation,confidential communications with legal counsel, property transactions, and personnel matters, pursuant to RSMo.
