Regular Session October 5, 2'020 KK-407 STUDY SESSION—October 5,2020 t- NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday, October 5, 2020, starting at 5:00 p.m. with Mayor Bob Fox presiding and Council Members Robbie Guard, Stacy Kinder, Shelly Moore, Dan Presson, Nate Thomas, and Shannon Truxel present. REGULAR SESSION—October 5,2020 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Monday, October 5, 2020, at 5:45 p.m., with Mayor Bob Fox presiding and Council Members Robbie Guard, Stacy Kinder, Shelly Moore, Dan Presson, Nate Thomas, and Shannon Truxel present. ADOPTION OF THE AGENDA A Motion was made by Dan Presson, Seconded by Shelly Moore,to adopt the agenda. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore, Presson,Thomas, Truxel. PUBLIC HEARINGS A Public Hearing to consider vacating the City's interest in the unimproved Scott Street located between 1130 N. West End Blvd and 1204 N. West End Blvd in the City of Cape Girardeau, Missouri. Mayor Bob Fox opened the public hearing. There being no appearances the public hearing was closed. APPEARANCES Stacy Lane Dohogne, Chairperson of the Public Library Board of Trustees, appeared regarding the proposed amendments to the City Code about Advisory Boards and Commissions. She express concerned with the Public Library Board of Trustees being included as a board proposed to be limited to two consecutive terms. John Voss,resident of 834 Alta Vista Drive,and member of the Public Library Board of Trustees, appeared regarding the proposed amendments to the City Code about Advisory Boards and Commissions. He asked the City Council to remove the Public Library Board of Trustees from the proposed Ordinance. CONSENT AGENDA Approval of the September 21, 2020, City Council regular session minutes and closed session minutes. BILL NO. 20-143, an Ordinance approving the record plat of Ratliff Acres. Second and Third Readings. Proceedings of the City Council, City of Cape Girardeau, Mo. Regular October 5, 2020 KK-408 Session BILL NO. 20-144, an Ordinance approving the record plat of Court 1 Subdivision, Plat No. 2. Second and Third Readings. BILL NO. 20-145, a Resolution of support for the proposal from RCH Development, for the Lindenwood Apartments housing development. Reading and Passage. Council Member Robbie Guard abstained for financial reasons, from Bill 20-145, due to his employment with MRV Bank. A Motion was made by Dan Presson, Seconded by Shannon Truxel,to approve and adopt. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore,Presson,Thomas,Truxel. BILL NO. 20-143 will be Ordinance No. 5344;BILL NO. 20-144 will be Ordinance No. 5345; and BILL NO. 20-145 will be Resolution No. 3358. NEW ORDINANCES BILL NO. 20-146, an Ordinance authorizing the issuance of Special Tax Bills on certain properties for the demolition of dangerous buildings and for nuisance abatements under the provisions of Chapter 7 and Chapter 13 of the Code of Ordinances of the City of Cape Girardeau, Missouri. First Reading. A Motion was made by Robbie Guard, Seconded by Shannon Truxel,to approve. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore,Presson,Thomas,Truxel. BILL NO. 20-147, an Ordinance approving the record plat of Walden Park Townhomes. First Reading. Council Member Robbie Guard abstained for financial reasons, due to his employment with MRV Bank. A Motion was made by Dan Presson, Seconded by Stacy Kinder,to approve. Motion passed. 6-0. Ayes: Fox,Kinder,Moore, Presson, Thomas,Truxel. Abstain: Guard BILL NO. 20-148, an Ordinance Amending the Cape Girardeau City Code regarding Advisory Boards and Commissions. First Reading. A Motion was made by Robbie Guard, Seconded by Nate Thomas to amend the proposed Ordinance by striking the Public Library Board of Trustees from the requirements found in Chapter 2 of the Code of Ordnances. Motion passed. 7-0.Ayes: Fox, Guard,Kinder, Moore, Presson,Thomas,Truxel. A Motion was made by Robbie Guard, Seconded by Nate Thomas to approve as amended. Motion passed. 7-0. Ayes: Fox, Guard,Kinder, Moore, Presson, Thomas, Truxel. Appointments Appointment to the Board of Adjustment Proceedings of the City Council, City of CapK Cape Girardeau Mo. Regular October 5, Z020 k -409 Session A Motion was made by Robbie Guard, Seconded by Dan Presson, to appoint Ron Robertson to the Board of Adjustment for a term expiring September 4, 2025. co i 8 Motion passed. 7-0.Ayes: Fox, Guard,Kinder,Moore,Presson, Thomas,Truxel. MEETING ADJOURNMENT A Motion was made by Robbie Guard, Seconded by Shelly Moore,to adjourn. Motion passed. 7-0.Ayes: Fox, Guard,Kinder,Moore,Presson, Thomas,Truxel.
