Regular Session June 15, 2020 KK-377 STUDY SESSION—June 15,2020 m NO ACTION TAKEN DURING THE STUDY SESSION P The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday, June 15, 2020, starting at 5:00 p.m. with Mayor Bob Fox presiding and Council Members Robbie Guard, Stacy Kinder, Dan Presson, Shelly Moore, Nate Thomas, and Shannon Truxel present. ' REGULAR SESSION—June 15,2020 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Monday, June 15, 2020, at 6:50 p.m., with Mayor Bob Fox presiding and Council Members Robbie Guard, Stacy Kinder, Dan Presson, Shelly Moore, Nate Thomas, and Shannon Truxel present. ADOPTION OF THE AGENDA A Motion was made by Robbie Guard, Seconded by Dan Presson,to adopt the Agenda. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore, Presson,Thomas,Truxel. APPEARANCES None. CONSENT AGENDA Approval of the June 1, 2020, City Council regular minutes and June 5, 2020, City Council special session minutes. Bill No. 20-84, an Ordinance Adopting the National Incident Management System as the Standard for Incident Management, by the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 20-86, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of property located at 305, 307, and 309 North Frederick Street, in the City and County of Cape Girardeau, Missouri, from RUMD to NC. Second and Third Readings. BILL NO. 20-87, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of property located at the southeast corner of North Middle Street and Bellevue Street, in the City and County of Cape Girardeau, Missouri, from RUMD to CBD-DCC. June 15, 1020 KK-378 BILL NO. 20-88, an Ordinance approving the record plat of Baldwin Place Phase III. Second and Third Readings. BILL NO. 20-89, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, regarding CBD, Central Business District. Second and Third Readings. BILL NO. 20-92, an Ordinance authorizing the issuance of a Special Tax Bill for property located at 33 North Henderson Avenue, for the demolition of a dangerous building and for the abatement of a nuisance, under the provisions of Chapter 7 and Chapter 13 of the Code of Ordinances of the City of Cape Girardeau,Missouri. Second and Third Readings. BILL NO. 20-93, an Ordinance authorizing the issuance of a Special Tax Bill for property located at 1217 North Water Street, for the demolition of a dangerous building under the provisions of Chapter 7 of the Code of Ordinances of the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 20-94, an Ordinance authorizing the City Manager to execute a Transportation Planning Consolidated Grant Agreement with the Missouri Highways and Transportation Commission for Southeast Metropolitan Planning Organization expenses, in the City of Cape Girardeau,Missouri. Second and Third Readings. Approval of the Partial Release of Performance Guarantee Agreement for The Highlands at Hopper Crossing-Phase 1. Acceptance of public improvements to serve Chili's restaurant at 3093 William Street, in the City of Cape Girardeau. A Motion-was made by Robbie Guard, Seconded by Nate Thomas,to approve and adopt. ITEMS REMOVED FROM CONSENT AGENDA BILL NO. 20-91, an Ordinance Amending Chapter 15 of the Code of Ordinances of the City of Cape Girardeau,Missouri,regarding Emergency Services Alarms. Second and Third Readings. A Motion was made by Dan Presson, Seconded by Nate Thomas, to approve and adopt as revised. Motion passed. 7-0. Ayes: Fox, Guard,Kinder, Moore, Presson,Thomas,Truxel. BILL NO. 20-91 will be Ordinance 5306. First Reading. A Motion was made by Robbie Guard, Seconded by Dan Presson,to approve. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore,Presson,Thomas, Truxel. BILL NO. 20-97, an Ordinance accepting a Permanent Utility Easement from Morgan Distributing,Inc., for property located at 4110 Nash Road. First Reading. A Motion was made by Dan Presson, Seconded by Nate Thomas,to approve. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore,Presson,Thomas,Truxel. APPOINTMENTS Appointments to the Airport Advisory Board A Motion was made by Robbie Guard, Seconded by Dan Presson, to appoint Beverly Cleair, Mark Welker, and Jeff Brune to the Airport Advisory Board,for terms expiring April 30, 2023. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore,Presson, Thomas, Truxel. Appointments to the Cape Dogwood Community Improvement District Board of Directors. A Motion was made by Robbie Guard, Seconded by Stacy Kinder, to confirm Mayor Bob Fox's appointments to the Cape Dogwood Community Improvement District Board of Directors. Mayor Fox appointed Anand Kumar Patel Jr, James P. Limbaugh, and Mark Chapman Hogan for terms expiring July 1, 2024. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore,Presson,Thomas, Truxel. Appointment to the Public Library Board of Directors A Motion was made by Robbie Guard, Seconded by Nate Thomas, to confirm Mayor Bob Fox's appointments to the Public Library Board of Directors. Mayor Fox appointed Amy Trueblood, John McGowan and Rehka Patterson for terms expiring June 30, 2023. Motion passed. 7-0.Ayes: Fox, Guard,Kinder,Moore, Presson, Thomas, Truxel. Appointment of City Council Committee and Board Positions A Motion was made by Dan Presson, Seconded by Shannon Truxel, to appoint Council Members to various Boards and Commissions as recommended by Mayor Bob Fox, and which will be on file in the City Clerk's Office. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore,Presson, Thomas, Truxel. MEETING ADJOURNMENT A Motion was made by Robbie Guard, Seconded by Stacy Kinder, to adjourn from regular session and convene to closed session for legal actions and litigation, confidential communications with legal counsel, and personnel matters, pursuant to RSMo.
