STUDY SESSION—February 17,2020
NO ACTION TAKEN DURING THE STUDY SESSION
The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall Monday,
February 17, 2020, starting at 5:00 p.m. with Mayor Bob Fox presiding and Council Members
Robbie Guard, Stacy Kinder, Shelly Moore, and Dan Presson present. Ryan Essex and Nate
Thomas were absent.
REGULAR SESSION—February 17,2020
CALL TO ORDER
The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on
Monday, February 17, 2020, at 5:40 p.m., with Mayor Bob Fox presiding and Council Members
Robbie Guard, Stacy Kinder, Shelly Moore, and Dan Presson present. Ryan Essex and Nate
Thomas were absent.
ADOPTION OF THE AGENDA
A Motion was made by Dan Presson, Seconded by Robbie Guard,to adopt the Agenda.
Motion passed. 5-0. Ayes: Fox, Guard, Kinder, Moore, Presson. Absent: Essex,Thomas.
Public Hearings
Public Hearing on the 2020-2025 Capital Improvement Program.
Mayor Bob Fox opened the Public Hearing.
There being no appearances the Hearing was closed.

CONSENT AGENDA •
Approval of the February 3, 2020, City Council regular session and closed session minutes and
approval of the February 7, 2020, City Council Special Meeting.
BILL NO. 20-18, an Ordinance approving the record plat of Spears' Third Subdivision. Second
and Third Readings.
BILL NO. 20-24, a Resolution authorizing the City Manager to execute an agreement with
Crawford, Murphy and Tilly, Inc., for Water System Capital Improvement Projects, in the City of
Cape Girardeau, Missouri. Reading and Passage.
BILL NO. 20-26, a Resolution authorizing application to the Missouri Secretary of State Local
Records Preservation Grants, and authorizing the City Manager to execute all necessary grant
program documents. Reading and Passage.

Accept Ken's Cape Cleaners Public Improvements.
A Motion was made by Robbie Guard, Seconded by Dan Presson,to approve and adopt.
Motion passed. 5-0. Ayes: Fox, Guard, Kinder, Moore, Presson. Absent: Essex, Thomas.
BILL NO. 20-18 will be Ordinance No. 5267; BILL NO. 20-24 will be Resolution No. 3316; and
BILL NO. 20-26 will be Resolution No. 3317.
NEW ORDINANCES
BILL NO. 20-25 An Ordinance accepting a Quit Claim Deed from Cape Girardeau County for
the Common Pleas Courthouse Property located at 44 North Lorimier, in the City of Cape
Girardeau, Missouri. First Reading.
Council Member Dan Presson spoke about the history of the Common Pleas Building, and that it
is an historic and iconic landmark for the City. Mayor Fox spoke about the plans to make the
building the future City Hall.
A Motion was made by Dan Presson, Seconded by Robbie Guard,to approve.
Motion passed. 5-0. Ayes: Fox, Guard, Kinder, Moore, Presson. Absent: Essex, Thomas.
MEETING ADJOURNMENT
A Motion was made by Robbie Guard, Seconded by Stacy Kinder to adjourn from regular session
and convene to closed session for legal actions and litigation, confidential communications with
legal counsel, and property transactions, pursuant to RSMo. Sections 610.021(1), and (2).
Motion passed. 5-0. Ayes: Fox, Guard, Kinder, Moore, Presson. Absent: Essex,Thomas.
The Regular Session ended at 5:45 p.m.
