Regular Session December 16, 2019 KK-307 STUDY SESSION—December 16,2019 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday, December 16, 2019, starting at 5:00 p.m. with Mayor Bob Fox presiding and Council Members Ryan Essex, Stacy Kinder, Dan Presson, and Nate Thomas present. Robbie Guard and Shelly Moore were absent. REGULAR SESSION—November 18 2019 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Monday, December 16, 2019, at 5:30 p.m., with Mayor Bob Fox presiding and Council Members Ryan Essex, Stacy Kinder, Dan Presson, and Nate Thomas present. Robbie Guard and Shelly Moore were absent. ADOPTION OF THE AGENDA A Motion was made by Ryan Essex, Seconded by Dan Presson,to adopt the Agenda. Motion passed. 5-0. Ayes: Essex, Fox, Kinder, Presson,Thomas. Absent: Guard, Moore. APPEARANCES None. CONSENT AGENDA Approval of the December 2, 2019, City Council regular session minutes. BILL NO. 19-187, an Ordinance amending Chapter 15 of the City Code by extending the one half of one percent Transportation Sales Tax and reestablishing the City Transportation Trust Fund and calling an election in the City of Cape Girardeau, Missouri, on the question whether to approve the sales tax extension; designating the time of holding the election; authorizing and directing the City Clerk to give Notice of the Election. Second and Third Readings. BILL NO. 19-188, an Ordinance approving the record plat of Summers Castle Rock Subdivision. Second and Third Readings. BILL NO. 19-189, an Ordinance approving the record plat of Sleepy Hollow Subdivision. Second and Third Readings. BILL NO. 19-190, an Ordinance granting a Special Use Permit to Union Electric Company d/b/a Ameren Missouri, for purposes of constructing, maintaining, and operating an electrical power distribution substation at 1400 West Cape Rock Drive, in the City and County of Cape Girardeau, Missouri. Regular Session December 16,2019 KK-308 BILL NO. 19-191,an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the Zoning of property located at 1205 South Mount Auburn Road, in the City and County of Cape Girardeau, Missouri, from M-1 to R-4. Second and Third Readings. BILL NO. 19-192 - an Ordinance repealing Ordinance No. 4972 and dissolving the Downtown Cape Girardeau RPA 2 Special Allocation Fund. Second and Third Readings. Accept Improvements and Authorize Final Payment to Apex Paving Company for the 2019 Asphalt Overlay Program. A Motion was made by Ryan Essex, Seconded by Nate Thomas,to approve and adopt. Motion passed. 5-0. Ayes: Essex, Fox, Kinder, Presson,Thomas. Absent: Guard, Moore. BILL NO. 19-187 will be Ordinance No. 5252; BILL NO. 19-188 will be Ordinance No. 5253; BILL NO. 19-189 will be Ordinance No. 5254; BILL NO. 19-190 will be Ordinance No. 5255; BILL NO. 19-191 will be Ordinance No. 5256; and BILL NO. 19-192 will be Ordinance No. 5257. NEW ORDINANCES BILL NO. 19-193, an Ordinance authorizing and directing issuance, sale and delivery of Special Obligation Bonds, Series 2020, of the City of Cape Girardeau, Missouri, and approving certain documents and authorizing certain other actions in connection therewith. First, Second, and Third Readings. A Motion was made by Dan Presson, Seconded by Nate Thomas,to approve and adopt. Motion passed. 5-0. Ayes: Essex, Fox, Kinder, Presson, Thomas. Absent: Guard, Moore. BILL NO. 19-193 will be Ordinance No. 5258. APPOINTMENTS Appointment to the Convention &Visitors Bureau Executive Board A Motion was made by Dan Presson, Seconded by Nate Thomas, to appoint John Echimovich to the Convention &Visitors Bureau Executive Board for a term expiring December 31, 2021. Motion passed. 5-0. Ayes: Essex, Fox, Kinder, Presson,Thomas. Absent: Guard, Moore. Appointments to the Liquor License Review Board A Motion was made by Ryan Essex, Seconded by Nate Thomas,to appoint to the Liquor License Review Board: Daniel Grimm for a term expiring December 1, 2020,James Newman for a term expiring December 1, 2021, and Brandon Cooper for a term expiring December 1, 2022, and to name Brandon Cooper as the Chief Review Officer. Motion passed. 5-0. Ayes: Essex, Fox,Kinder, Presson,Thomas. Absent: Guard, Moore. Appointments to the Cape Girardeau Area MAGNET Board of Directors A Motion was made by Dan Presson, Seconded by Nate Thomas, to appoint Mayor Bob Fox and Council Member Robbie Guard to the Cape Girardeau Area MAGNET Board of Directors for a term expiring December 31, 2020. Motion passed. 5-0. Ayes: Essex, Fox, Kinder, Presson, Thomas. Absent: Guard, Moore. Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session December 16, 2019 KK-309 MEETING ADJOURNMENT A Motion was made by Ryan Essex, Seconded by Dan Presson to adjourn from regular session and to convene to closed session for legal actions and litigation, and confidential communications with legal counsel,and personnel matters, pursuant to RSMo. Sections 610.021(1)and(3). Motion passed. 5-0. Ayes: Essex, Fox, Kinder, Presson, Thomas. Absent: Guard, Moore.
