APPEARANCES
Mayor Knudtson stated Bill Vickery, Director of the Small Business Development Center,
appeared in the study session.
Mrs. Ellen Wills, 122 S. Hanover, appeared to address a parking problem at Independence and
Hanover. The owner of a car lot on Independence frequently illegally parks vehicles on Hanover
Street. After the Police Department marks the car, then the owner slightly moves the vehicle in
order to avoid a violation of the ordinance. She is asking for assistance from the City with getting
these vehicles off the street and not allowing the owner to fall through a loophole in the ordinance.
Mrs. Wills feels changing the ordinance which allows moving the same vehicle will not work. She
suggests wording it somehow for repeat offenders. She stated the business owner knows how to
get around the ordinance requirements. Most of the vehicles are unlicensed but some have dealer
tags.
Upon questioning by Mayor Knudtson, Police Chief Carl Kinnison stated there is a City ordinance
that prevents someone from parking a vehicle on the street for 48 hours without it being moved.
They can move the vehicle slightly and be in compliance. Chief Kinnison stated he met with the
owner on Friday and he has agreed to work t remove the cars from the street.

Mr. Alvin Washington of KAPE Radio appeared and commended the City Council and City
Administration for cooperating with the news desk on City stories. He stated he comes from
Chicago where repeat offenders' vehicles are given an immobilizer "Denver Boot". This has
resulted in a drastic decrease in the amount of tickets issued. Chief Kinnison commented that the
City does not own these devices. Officers would have to identify perpetual offenders, and the City
doesn't have the software to track repeat offenders. Parking boots were researched with the
parking issues at the University.
