Mr. Herbst made a motion, seconded by Ms. Boardman, to approve the reading of BILL NO. 05-
176 and adopt the resolution. City Manager Doug Leslie explained that this contract represents
the first phase of a traffic study in downtown Cape to resolve the traffic flow issue. Additional
parts of a study, including parking and reviewing a larger geographical area, could be completed in
the future with TEAP funding. It is anticipated that the study will be completed by the end of

second, and the following vote: Ayes: Boardman, Herbst, Hopkins, Knudtson, Ritter, and
Schneider. Nays,none.
Mrs. Schneider expressed disappointment in the process for review of the City Charter, including
the limitation on the items the committee was to review and the lack of notice of the meetings.
Mayor Knudtson responded that it was the Council's decision not to open this up to a full Charter
review, and that notices all of the meetings were posted. The council discussed possibly reviewing
the Charter in phases if additional issues come up.
Mrs. Schneider then commented that she felt more City Council study sessions were needed to
further discuss issues because the present forum of a meeting is not conducive to this type of
discussion. She stated she had a list of issues she would like to discuss. The Council members
should be given the ability to hear and comment on issues from other wards in the city. With a
time deadline for the study session, there is not enough time to discuss all these issues. The
Council proceeded to discuss issues of concern and the format of city council meetings and study
sessions [Mr. Hopkins left the meeting during this discussion.] Following additional discussion,
Mayor Knudtson suggested that the Council members submit issues to the City Manager that they
would like to discuss.
