Ms. Charlotte Craig, Director of the Cape Girardeau County Public Health Center, and Jane
Hornsman, Assistant Director, appeared to thank the City and Staff at the Osage Community
Centre for helping with the recent flu clinic on short notice and the Police Department for
providing traffic control. Ms. Craig stated that the department experienced panic and concern with
only 600 available doses, and their premises could not handle the demand. Ms. Craig would like
for the Council to consider if they would have an event that would require mass prophylaxis by the
Health Department, that the Osage Centre could be used in the same manner. She questioned the
possibility of having a mutual agreement to this effect for emergency situations. Mayor Knudtson
stated this would be a great joint effort and asked Ms. Craig to follow up with Mr. Leslie on this.
John Mehner and Chuck Martin appeared to review the recommendations of the Strategic Planning
Committee of the Cape Girardeau Convention and Visitors Bureau. Mr. Mehner recognized
people who participated in this process to make this recommendation. Mr. Martin stated that on
August 2nd the committee was given a directive to determine how to spend excess funds of the
hotel/motel/restaurant tax. Mr. Martin acknowledged the Strategic Planning Committee members,
who have met for five months to review the input. He reviewed how they received input and the
over 100 ideas they had received. There were multiple submissions for large facilities that are not
addressed here because their scope far exceeded funds available. The Committee developed short,
mid and long range project lists and felt they should retain some funds for future projects and/or
save money. The Committee felt the need to spend money to launch new projects and agreed that
funds should cover more than 50 percent of the cost of the projects. Mr. Martin presented the

for these projects. If funding is approved for the projects, it will be put in a separate fund and used
only for these projects. Mr. Mehner stated he will give reports to the Council as needed or wanted.
Mayor Knudtson stated one of his objectives was to have a written plan of how to spend the

approach and leaving funds available for future projects. The Council presented comments on the
projects and commended the group on their work. Upon questioning by M . Ritter, Mayor
Knudtson stated that part of the agreement with the Chamber provides for an evaluation of the
