CALL TO ORDER
The Cape Girardeau City Council convened in regular session on Monday, March 18, 2019, at
5:07 p.m., with Mayor Pro Tempore Victor Gunn presiding and Council Members Ryan Essex,
Robbie Guard, Stacy Kinder, Shelly Moore, and Dan Presson present. Mayor Bob Fox was
absent.
ADOPTION OF THE AGENDA
A Motion was made by Robbie Guard, Seconded by Stacy Kinder to approve and adopt the
Agenda.
Motion passed. 6-0. Ayes: Essex,Guard,Gunn, Kinder, Moore, Presson. Absent: Fox.
APPEARANCES

CONSENT AGENDA
Approval of the March 4, 2019, City Council regular session and closed session minutes.
BILL NO. 19-41, an Ordinance approving the Record Plat of The Highlands at Hopper Crossing-
Phase 1. Second and Third Readings.
BILL NO. 19-46, an Ordinance authorizing the City Manager to execute an Air Traffic Control
Tower Operating Assistance Grant Agreement for the Fiscal Year 2019-2020, with the Missouri
Highways and Transportation Commission, for the Cape Girardeau Regional Airport Second and
Third Readings.
BILL NO. 19-47, a Resolution authorizing the City Manager to execute an agreement with Nip
Kelley Equipment Company, Inc., for the Hopper Road Box Culvert Project, in the City of Cape
Girardeau, Missouri. Reading and Passage.
BILL NO. 19-48, a Resolution authorizing the City Manager to execute an application to the
Federal Emergency Management Agency and the Department of Homeland Security, for the 2019
Staffing for Adequate Fire and Emergency Response Grant, and to execute all necessary grant
documents. Reading and Passage.
Approval of the transfer of ownership of the special use permit for 3020 Boutin Drive from Mark
Rademaker to Crooked Creek Real Estate, LLC.
Acceptance of public improvements to serve The Lochs at Dalhousie Phase V.
A Motion was made by Robbie Guard, Seconded by Shelly Moore to approve and adopt.
Motion passed. 6-0. Ayes: Essex, Guard, Gunn, Kinder, Moore, Presson. Absent: Fox.
Bill No. 19-41 will be Ordinance No. 5167; Bill No. 19-46 will be Ordinance No. 5168;
Bill No. 19-47 will be Resolution No. 3249; Bill No. 19-48 will be Resolution No. 3250.

MEETING ADJOURNMENT
A Motion was made by Robbie Guard, Seconded by Ryan Essex to adjourn from regular session
and to convene to closed session for legal actions and litigation, confidential communications
with legal counsel, and real estate transactions, pursuant to RSMo. Sections 610.021(1), and(2).
Motion passed. 6-0. Ayes: Essex, Guard, Gunn, Kinder, Moore, Presson. Absent: Fox.
The Regular Session ended at 5:11 p.m.
