NEW ORDINANCES
BILL NO. 17-01, an Ordinance amending Chapter 2 and Chapter 15 of the City Code by repealing
the Board of Examiners, and enacting new Sections 15-426 and 15-427 regarding processing of
applications. First Reading.
Council Member Bob Fox asked why the item is being considered. City Manager Scott Meyer
stated that staff had brought the questions two times in the past because the City had not received
applications from qualified candidates. Additionally, while researching the matter, staff found that
several communities have the application review as a staff function. Mr. Meyer asked Deputy City
Manager Molly Hood for additional comment Ms. Hood said in addition to Mr Meyer's
comments, staff already reviews all the applications before presenting to the Board in order to
eliminate unnecessary meetings involving unqnalified candidates. Because of this, staff is already
reviewing the applicants' qualifications, and it seems redundant to have the Board review them
also. Council Member Robbie Guard stated that he was concerned about liability, if an applicant
was qualified to take the exam but the Board denied the applicant that opportunity. Council
Member Victor Gunn confirmed that only four meetings were held last year. City Manager Scott
Meyer noted that the review process is open, and it will remain an open process if it becomes a
staff process. Mr. Gunn asked about the number of applications reviewed in the past year. Ms.
Hood responded that there were 26 applications for 2016. Council Member Wayne Bowen said
that he was mindful of staff time, and he noted that from past communications, it seems that
elimination of this Board actually saves staff time. He added that if the Board of Examiners is
eliminated, he encourages the members to apply for other City advisory boards that can utilize
their expertise, such as the Board of Appeals or the Historical Preservation Commission.
