He commended the Police Department for the program and the professionalism of the Department and its employees. Mr. Parsons presented Corporal Ike Hammonds with a Certificate of Appreciation for his role in the Academy. COMMUNICATIONS/REPORTS The Mayor said that the City is dedicated to beautification and litter control in Cape Girardeau, and that Mrs. Schneider will be taking a leadership role in taking this dedication to a new level. Mayor Rediger said that he feels the City should be inclusive on what we do for City beautification from City staff to businesses and homeowners, so that everyone can get involved in cleanup. He said that he would like interested citizens to call City Hall if they are interested in serving in some capacity to support this effort. Mrs. Schneider said that, as a native of Cape Girardeau, she used to hear that it was such a clean City, but she thinks the City has some cleaning up to do. There are already individual groups interested in litter control, but there needs to be amore concerted effort on behalf of the City. Mrs. Schneider said she was involved in 2005 when Cape Girardeau became a part of the Keep Southeast Missouri Beautiful campaign. This new Beautification Committee could possibly become affiliated with Keep America Beautiful and will focus not only on litter control, but on litter prevention. The group will look at graffiti prevention as well. She said the effort needs volunteers and that interested individuals shouldcontact City Hall for an application. The Mayor said that the first Farmers Market was held last weekend and had a great turnout. He said that the Downtown Home Tour will be this Saturday. Proceedings of the City Council, City of Cape Girardeau, Mo. Session 4 _ -1166 Mrs. Schneider noted that the National Day of Prayer was celebrated last week. She also noted that the Optimist Club Youth in Government day was last week. The students were very prepared, looked professional, and were interested in all their rolls in government. Mr. Voss recognized Dominick Unterreiner, of the Boy Scouts of America Troop 311, who was attending the Council meeting to earn a communications merit badge. Dominick is ranked first class and is working toward Eagle Scout. City Manager Scott Meyer commended the Notre Dame and Central High School students that participated in the Optimist Club Youth in Government day. They were prepared and very engaged in the process. The event took place last week during Local Government Week, which celebrates local government and what it does for citizens. Mr. Meyer also celebrated a successful Friends of the Parks Day. APPEARANCES Mr. Dave Juden appeared before the Council opposing the Ordinance prohibiting supplemental feeding of deer. He said that police should not be out looking for residents feeding the deer when there are other crimes to be solved. Mr. Juden asked if the Council could just make a rule, or ask citizens, not to feed the deer, rather than approve an Ordinance making feeding illegal. He suggested installing additional signs warning drivers to watch for deer on the roads. Mayor Rediger answered that City staff is investigating deer crossing signs now. The no supplemental feeding Ordinance will be monitored on a complaint basis, and there will be no deer -feeding patrols. The City is attempting to listen to the public and to address this issue in a manageable way for the majority of citizens. Ms. Lumont addressed the Council and asked if she is allowed to hire illegal immigrants. She alleged that the City of Cape Girardeau gave a business license to an illegal immigrant, and she presented information to the Mayor. She said that illegal immigrants do not have the right to have businesses here.
