COMMUNICATIONS/REPORTS
Mrs. Swan said that she had attended a concert at Trinity Lutheran Church last night and she was
impressed by the church's choir and its bell choir. Mr. Voss' mother, Betty, is a member of the
Trinity Lutheran Church bell choir.
City Manager Scott Meyer announced the Capital Improvements Program (CIP) meeting on
Tuesday, January 31, 2012, at 6:00 p.m. He distributed a draft of the CIP plan to the Council for
discussion at the meeting. He said that information technology, fleet and facilities sections have
been added to the plan. Mrs. Schneider noted that the meeting will be a study session, and no
action will be taken at that meeting. Mr. Meyer affirmed that there will be a public hearing at a
future Council meeting.
Mr. Meyer reviewed the Sales Tax Holiday memo included in the Council agenda. He told the
Council that if they want a Sales Tax Holiday included on the next agenda for discussion, or if
they want an Ordinance on an upcoming agenda, to let him know.
Mr. Meyer said that his office had received letters from two state legislators in response to his
letter requesting that the U.S. Postal Service distribution facility in Cape Girardeau remain open.
Both letters said that they were actively looking at the process and were looking for other ways to
save money other than closing the facility.
Mr. Meyer said that at the last City Council meeting, the Council had requested a brief history of
the Tree Board. The Board was established in November of 1998, and was patterned after the
Forestry Advisory Council for the Missouri Urban Community, with the same number of
members. The City established the Tree Board in order to qualify to become a Tree City USA.
Mrs. Schneider said that the Tree Board is more than just a required Board now. Mr. Meyer
agreed that the Tree Board helps the City in making decisions regarding trees. There are times that
the City must remove City trees, and the Tree Board gives credibility to those actions.
