Mr. Voss stated he had previouslyasked that a Request for Proposal go to other companies when this agreement was originally approved, but he had been told that it was too late in the process to request competing proposals. Now it appears we are in a similar situation with this new 2 '/z -year extension to the agreement. Mr. Voss said that this statement is not to reflect poorly on the service provided by Alliance Water Resources, Inc., but we won't know what competitors might offer if we do not ask. Mr. Voss said that he would like to ask for awritten plan outlining the next steps to be taken over the next two years to look for innovative improvements with the new wastewater treatment plant Mayor Rediger explained that currently the management of the water system is done through Alliance Water, and the management of the wastewater system is done in-house. With the new wastewater treatment plant, maybe we should look at managing them together. Mr. Meyer said that he understood Mr. Voss' concerns. Now that the City has the new wells, water treatment is changing with less chemicals used. The City's water resources are changing in both water and wastewater. Mr. Meyer suggested that the City use these two years to evaluate the best process to bring about innovation and efficient performance of these tasks for the City. Mr. Voss stated that more information is needed about the current agreement, but he will trust in the City Manager's leadership to make sure the City goes through the process to yield the best value the market can provide. While he would like to push for a shorter time frame, he understands that timing is critical with the new wastewater treatment plant. Mr. Voss said that he would have liked more discussion about this agreement before this evening.
