INVOCATION

A Motion was made by John Voss, Seconded by Wayne Bowen to convene to closed session.

CALL TO ORDER
The Cape Girardeau City Council convened in regular session on Monday, December 16, 2013, at
7:00 p.m. with Mayor Rediger presiding and Council Members Wayne Bowen, Meg Davis, Mark
Lanzotti, Loretta Schneider,Trent Summers, and John Voss present.
ADOPTION OF THE AGENDA
A Motion was made by Loretta Schndder, Seconded by Meg Davis to approve and adopt.
Motion passed. 7-0. Aye: Bowen, Davis, Lanzotti, Rediger, Schneider, Summers, Voss.
COMMUNICATIONS/REPORTS
Mayor Rediger honored Patrolman Darin Hickey for his response to a citizen in search of a family
member. He went above the call of duty, and his actions were commendable.
Mr. Bowen commended the Police Department for their response to a bankobbery this morning.
City Manager Scott Meyer stated that this is the last City Council meeting of the year. He
recognized that 2013 has been a tough year for City staff with many changes, and they have
performed well
CONSENT AGENDA
Approval of the December 2, 2013, City Council regular and cbsed sessions meeting minutes.
BILL NO. 13-165, an Ordinance amending Chapter 30 of the City Code, by rezoning property
located in the Cape West Village Subdivision, in the City and County of Cape Girardeau,
Missouri, from RMH to RUMD. Second and Third Readings.
BILL NO. 13-166, an Ordinance amending Chapter 30 of the City Code, by rezoning property
located near the intersection of Shawnee Parkway and Silver Springs Road, in the City and County
of Cape Girardeau, Missouri, from R 1 to C-2. Second and Third Readings.

BILL NO. 13-169, an Ordinance amending Ordinance Nos. 3834 and 3951; authorizing the City
Manager to execute an Amended and Restated Development Agreement with Cape Girardeau
County, Missouri, the Town Plaza Community Improvement District, CLILA, L.P., and Greater
Missouri Builders, Inc., related to the Town Plaza Redevelopment Project; and containing a
severability clause. Second and Third Readings.
BILL NO. 13-171, a Resolution authorizing the City Manager to execute a Lease Agreement with
Tony and Sandy Ladd, and Sandy's Place, LLC, at the Cape Girardeau Regional Airport. Reading
and Passage.
Authorizing the City Manager to reject all bids for.the Request for Proposals for Solar Arrays.
BILL NO. 13-165 will be ORDINANCE NO. 4526; BILL NO. 13-166 will be ORDINANCE NO.
4527; BILL NO. 13-169 will be ORDINANCE NO. 4528; and BILL NO. 13-171 will be
RESOLUTION NO. 2794.
A Motion was made by Loretta Schneider, Seconded by John Voss, to approve and adopt.

NEW ORDINANCES
BILL NO. 13-170, an Ordinance approving the record plat of Walter White Subdivision. First
Reading.
A Motion was made by Loretta Schneider, Seconded by Wayne Bowen to approve.
Motion passed. 7-0. Aye: Bowen, Davis, Lanzotti, Rediger, Sdineider, Summers, Voss.
APPOINTMENTS
Appointments to the Cape Girardeau Area MAGNET Board of Directors
Mayor Harry Rediger and Council Member Mark Lanzotti were appointed to terms expiring
December 31, 2014.
A Motion was made by John Voss, Seconded by Trent Summers to ppoint.
Motion passed. 7-0. Aye: Bowen, Davis, Lanzotti, Rediger, Schneider, Summers, Voss.
Appointments to the Board of Examiners
Mr. James Bowling and Mr. Jeffrey Heise were appointed to terms expiring January 1, 2017.
A Motion was made by John Voss, Seconded by Trent Summers to appoint.
Motion passed. 7-0. Aye: Bowen, Davis, Lanzotti, Rediger, Schneider, Summers, Voss.
OTHER BUSINESS
Discussion regarding change in dates for City Council meetings in 2014.
Monday, January 20, Martin Luther King, Jr. Day- change to Tuesday, January 21, 2014;
Monday, September 1, Labor Day- change to Monday, September 8, 2014; and
Monday, September 15, MML Conference- change to Monday, September 22, 2014.
A Motion was made by John Voss, Seconded by Meg Davis to approve and adopt.
