BILL NO. 13-81, an Ordinance establishing utility rates for the City of Cape Girardeau, Missouri,
by amending Section 29-63(b) of the City Code relating to sewer service charges. First Reading.
Mr. Voss said that the Council had challenged City staff to look at the new plant and identify ways
to reduce the charges to operate the new plant. The rate study shows that sewer rates can be
reduced by $1 per month per customer, and he complimented staff for their work on this. Mr.
Meyer continued that this Council was very direct in challenging staff to hold down the first rate
increase. The rate was increased lower than what was authorized by the voters, and then the
Council challenged staff to redace the rates even further.
A Motion was made by John Voss, Seconded by Meg Davis to approve.
Motion passed. 5-0. Aye: Bowen, Davis, Rediger, Summers, Voss. Absent: Lanzotti, Schneider.
BILL NO. 13-82, an Ordinance establishing utility rates for the City of Cape Girardeau, Missouri,
by amending Chapter 22 relating to solid waste fees; effective for bills issued after July 1, 2013.
First Reading.
Mr. Meyer explained that each enterprise fund has to stand on its own. Savings from one fund
cannot be used to fund another. The solid waste increase is due primarily to fact that the trucks are
costing more to maintain thananticipated due to hydraulics issues. In addition, the tipping fees and
the transfer station tonnage fees will beincreased by 165%.
Upon questioning by the Council, Finance Director John Richbourg stated that without this fee
increase, it will be necessary to use the reserve fund balance to cover expenses for this year, and it
would take several years torecoup this amount.
Mr. Summers expressed concern with approving a budget when assuming that rate increases are
going to be approved. There is not clarity on the overall budget in relation to the enterprise funds.
These rate increases should have been addressed at the budget discussion at the retreat. The timing
of receipt of the proposed budgetdocument does not allow adequate time for analysis.

Mr. Bowen stated he was not comfortable with just now getting information on needed rate
increase and whether or not this is the only option. He felt the Council needed to vote for this, but
he would like a longer time in thefuture to consider this type of increase.
Mr. Meyer explained that a rate study was completed early for the sewer fund, but the solid waste
enterprise fund budget was not complete until after the retreat. The new computer software will
make budget preparation more efficient and will allow staff to get information to Council sooner.
The 2nd and 3rd readings will be held at the next meeting, and the Council can make amendments
to the budget and rate increases then.
Following discussion by the Council, Mayor Rediger announced that additional information will
be provided at the next Council meeting. Emergency reading of an ordinance could be held to
approve a rate increase.
