Following discussion by the Council, a motion was made to amend the Capital Improvements Program by removing the street lighting from the funded fiscal years 13-14, 14-15, 15-16, and 16- 17 budget; removing the police department building from the fiscal year 15-16 budget; removing the transfer station rehab from the fiscal year 17-18 casino -funded Capital Improvements Program; and moving all to the contingent funding categories. Proceedings of the City Council, City of Cape Girardeau, Mo. Regular. Session March 18, 2013 11-253 Mr. Voss said that in the CIP Riverfront Development Fund, there is a line item for electrical improvements and lighting downtown with an estimated cost of $1.15 million. This would require more than a single year of Riverfront Development funds to fully fund the project. Old Town Cape has set this project as a priority, and he suggested that the planning be included but not the construction. Assistant City Manager Heather Brooks noted that the Council can only legally commit one year of time for the projects. This plan gives the City direction for multiple years. Though legally committing for one year, the Council can change the plan in future years. Mr. Voss said that when planning funds are committed, the City isthen effectively obligated to that project. Upon questioning by Mrs. Schneider, Mrs. Marla Mills, Old Town Cape Executive Director, stated that the Board voted that this project was a priority project. Mr. Voss asked what portion of the Riverfront Development Fund will be used for operating expenses and what portion will be used for capital expenses. Mrs. Green said that it was assumed that 70% of the Riverfront Development Fund would be used for capital expenses in the first year, and in each year thereafter, 80% wouldbe used for capital expenses. Following discussion, a second motion was made to amend the Capital Improvements Program again by including planning funds for downtown electric and lighting from the funded fiscal year 13-14 budget, and to move the construction phase cost to the contingent funding category. In addition, he stated that he has requested numbers from staff to reduce citizens' water and sewer bills and has not received them. If the Council approves these projects, there will not be funds available for relief for the citizens. Mayor Rediger said that the Council had previously directed staff to find locations along Broadway for parking, and the Last Call parking lot is a great location to encourage future storefronts on Broadway.
