Proceedings of the City Council, City of Cape Girardeau, Mo. Regular _ Session January 22, 2013 II -223 BILL NO. 13-20, an Ordinance appropriating monies for capital expenditures from the Casino Revenue Fund for the fiscal year ending June 30, 2013, in the City of Cape Girardeau, Missouri. First Reading. w Mr. Voss commented that this list of recommended projects is based on the list the Council had previously provided with updated costs. The projects on this list would consume all anticipated casino revenues through the end of June, 2013. These are all Capital Improvement Projects. Mr. Voss said that he had assumed that monies would be allocated for this partial fiscal year using the same funding formulas that were previously agreed to by the Council, with percentages to innovation, endowment, and capital improvements, but that is not what is in th®rdinance. Mayor Rediger said that in his conversations with mayors in other communities, they stated that they did not spend the first casino monies on visible projects that citizens could see and they strongly recommended that be done. The list was developed from the Council's suggested Capital Improvement Projects. Mayor Rediger said that he felt that July 1, 2013, is the time to start projects per Council -approved guidelines for the four areas of allocation per the casino funding policy. Mr. Meyer stated that the list is prioritized based on when the projects can be started. The intent was to show as much as possible to the community what the funds are being used for. When the City uses Capital Improvement Projects funding, then the funds could possibly be caught up to the middle of the range as stated in the casino policy. Mr. Meyer said that his intent was to expend funds in areas that people could see. If the Council want to amend the list, they could easily pick out projects to delay and decide whether to include those projects in next year's Capital Improvement Program. The Council will have to determine where the projects will fall within the funding policy ranges. Mr. Summers suggested the Council could take a deeper look to see how the projects fit in the four categories and work with them at the Capital Improvement Progral meeting. Mr. Lanzotti stated that the City received $2 million from the sale of property, and the Council made a commitment to use those funds for certain projects with $1 million to Broadway and the rest to retire the Commander bonds. This Ordinance is a move to fulfill the remainder of those projects that were on the list approved by the Council before the casino project was approved. He said that he felt the Council should complete the projects on the initial list with the first casino funds, and then start the casino funding policy in the next fiscalyear. Mr. Voss said that he assumed that these capital projects were one part of the funding formula, but there are also three other areas for funding, especially the endowment fund. He agreed there is a need to show visible progress to the public, but said that he wants to further discuss allocations to the other funding areas. Motion to amend the ordinance to include the following projects: Shawnee Park playground equipment and landscaping: $40,000, Warning sirens: $150,000, Main Street lighting improvements: $312,000, Sidewalk gap on Kingsway Drive — Storey's to Janet Drive: $125,000, Space design of Police Station: $100,000, Demolition of old CVB building: $125,000, and Arena Park fencing: $54,000, Total: $906,000; and place the remaining projects on a future City Council meeting agenda for discussion.
