SPECIAL SESSION —January 17, 2013
CALL TO ORDER
The Cape Girardeau City Council convened in regular session on Thursday, January 17, 2013, at
5:15 p.m. with Mayor Harry Rediger presiding and Council Members Meg Davis, Mark Lanzotti,
Loretta Schneider, Trent Summers, and John Voss present.
ADOPTION OF THE AGENDA
A Motion was made by Loretta Schneider, Seconded byTrent Summers to approve and adopt.
Motion passed. 6-0. Aye: Davis, Lanzotti, Rediger, Schneider, Summers, Voss.
NEW ORDINANCES
BILL NO. 13-13, an Ordinance calling a special general election in the City of Cape Girardeau,
Missouri, to elect a Council Member in Ward 6, designating the time of holding the election;
authorizing and directing the City Clerk to give notice of the election. First, Second and Third
Readings.
Mr. Voss questioned if there are other items on the April election ballot to assist in sharing costs of
the election. City Clerk Gayle Conrad stated there are school board elections in Cape Girardeau
and Jackson, and a County -wide vote on an issue, all of which will share in the costs of the
election.
A Motion was made by Loretta Schneider Seconded by Meg Davis to approve.
Motion passed. 6-0. Aye: Davis, Lanzotti, Rediger, Schneider, Summers,Voss.
OTHER
Discussion and possible vote for City Council Ward 6 interim position.
Mayor Rediger presented the name of Ray Buhs for consideration for this position. Mr. Buhs
served more than 20 years on the Planning and Zoning Commission, and he served the City in
other capacities as well. Ms. Schneider stated she did not feel that the Council did a good job
making it known to the citizens about submitting their interest in this -interim position, and she felt
that there could be a conflict because Mr. Buhs is related to a Council Member. Mayor Rediger,
Mr. Summers and Mr. Voss indicated that they had not received input from anyone interested in
this position. City Attorney Eric Cunningham stated that the Council is not employing Mr. Buhs,
and therefore there is not a conflict with Mr. Buhs beingthe uncle to Ms. Davis.
A motion was made by John Voss, seconded by Ms. Davis, appointing Ray Buhs to the Ward 6
Interim Council position until a Council member is elected at the April 2, 2013 election.
Motion passed. 6-0. Aye: Davis, Lanzotti, RediWr, Schneider(abstainj Summers, Voss.
Appointment of City Council Sub -Committee for Business Park Review.
Mayor Rediger appointed Mark Lanzotti and Trent Summers to serve on a Business Park Review
Subcommittee to work with City Manager Scott Meyer and City staff, utilizing John Mehner as a
consulting partner, to develop recommendations to bring to Council, including proposed names, a
draft master plan, a strategic plan, lot sizes, types of businesses, costs per acre including job

criteria, and other relevant information that will be necessary to move forward to market the
business park property.
Mayor Rediger reminded the Council that the next City Council meeting is Tuesday, January 22,
due to the Martin Luther King Jr. Holiday on Monday, and the study session for the Capital
Improvements program is scheduled for Thursday, January 24, 5:15 at the Osage Centre.

A Motion was made by John Voss, Seconded by Mark Lanzotti to adjourn.
