A RESOLUTION CALLING FOR THE JOINT ESTABLISHMENT OF A
TRANSPORTATION DEVELOPMENT DISTRICT WITH THE RCC
COMMUNITY IMPROVEMENT DISTRICT AND AUTHORIZING CERTAIN
ACTIONS IN CONNECTION THEREWITH
WHEREAS,the City Council of the City of Cape Girardeau, Missouri (the "City"), hereby finds
and determines that certain transportation-related improvements to areas within the City and the proposed
RCC Community Improvement District (the "CID") will eihance the economic viability of the
commercial area within the CID; and
WHEREAS, the City Council finds and determines that the creation and implementation of the
RCC Transportation Development District (the "TDD") pursuant to Section 238.207.5 of the Revised
Statutes of Missouri, as amended, is in the best interests of the citizens of the City because it will provide
a source of revenue to fund said improvements;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE
GIRARDEAU, MISSOURI,AS FOLLOWS:
Section 1. The City Council finds and determines that it is in the best interests of the City to
join with the CID in the creation of the TDD. The City Council hereby calls for the joint establishment of
the TDD for the purpose of funding the costs of transportation-related improvements.
Section 2. The City Attorney and/or Gilmore & Bell, P.C. are hereby authorized, on behalf
of the City, to execute a petition for the formation of the TDD and are further authorized to take such
other steps as are necessary to create and implement the TDD in accordance with Chapter 238 of the
Revised Statutes of Missouri, as amended.
Section 3. This Resolution shall be in full force and effect from and after its passage by the
City Council.
