AN ORDINANCE APPROPRIATNG FUNDS FOR OPERATING
EXPENDITURES, CAPITAL EXPENDITUES, DEBT
SERVICE EPENDITURES, AND TRANSFERS FOR THE
FISCAL YEAR ENDING JUNE 30, 2023, IN THE CITY
OF CAPE GIRARDEAU, MISSOURI
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Council of the City of Cape Girardeau,
Missouri, hereby appropriates from the unappropriated balance of
the identified funds, for expenditures during the fiscal year
ending June 30, 2023, for the operating expenditures for the
departments specified in the following amounts :
Parks and Recreation (Indoor Sports Complex Fund) : Eighteen
Thousand Seven Hundred Fifty Dollars ($18, 750 . 00) for
unbudgeted additional small equipment and cost of natural gas.
Internal Service (Fleet Management Fund) : Sixty-Eight
Thousand Dollars ($68, 000 . 00) for unbudgeted parts
expenditures .
Internal Service (Employee Benefit Fund) : Nine Hundred Sixty-
Six Thousand Dollars ($966, 000 . 00) to cover additional
estimated claims, administrative fees and stop loss insurance
costs.
ARTICLE 2. The City Council of the City of Cape Girardeau,
Missouri, hereby appropriates from the unappropriated balance of
the identified funds for expenditure during the fiscal year ending
June 30, 2023, for additional capital expenditures for the
departments specified in the following amounts :
Development Services (Airport Fund) : One Million Eight Hundred
Two Thousand Two Hundred Seventy Dollars ($1, 802, 270 . 00) for
unbudgeted Taxiway Bravo reconstruction costs funded by Cares
Act revenues .
Public Safety (Public Safety Trust Fund) : Two Hundred Nine
Thousand Seven Hundred Fifty Dollars ($209, 750 . 00) for the
unbudgeted cost of five new police cars .
Parks and Recreation (Golf Course Fund) : Nineteen Thousand
Six Hundred Eighteen Dollars ($19, 618 . 00) for unbudgeted
additional shelter expenses.
ARTICLE 3. The City Council of the City of Cape Girardeau,
Missouri, hereby appropriates from the unappropriated balance of
the identified funds for expenditure during the fiscal year ending
June 30, 2023, for additional debt service expenditures for the
departments specified in the following amounts :
Debt Service (Airport Fund) : Ninety-Five Thousand Dollars
($95, 000. 00) for unbudgeted interest cost paid to the General
Fund.
ARTICLE 4. The City Council of the City of Cape Girardeau,
Missouri, hereby appropriates from the unappropriated balance of
the identified funds for expenditure during the fiscal year ending
June 30, 2023, for additional transfers between funds in the
following amounts :
Fire Sales Tax Fund to General Fund: Three Hundred Sixty-One
Thousand Six Hundred Fifty Dollars ($361, 650 . 00) required
transfer resulting from tax revenues that exceeded the
original budget .
Parks/Stormwater Sales Tax to Parks and Rec Fund: Two Hundred
One Thousand Six Hundred Fifty Dollars ($201, 650 . 00) required
transfer resulting from tax revenues that exceeded the
original budget.
Parks/Stormwater Sales Tax to Sporting Complexes Fund:
Thirty-Six Thousand Dollars ($36, 000 . 00) required transfer
resulting from tax revenues that exceeded the original budget.
Public Safety Trust Fund II to General Fund: One Hundred
Eighty-One Thousand Dollars ($181, 000 . 00) required transfer
resulting from tax revenues that exceeded the original budget.
ARTICLE 5. This ordinance shall be in full force and effect
ten days after its passage and approval.
