HomeMy WebLinkAboutHPC.Minutes.01-16-2013 CITY of CAPE GIRARDEAU HISTORIC PRESERVATION COMMISSION Historic Preservation Commission MEETING MINUTES January 16, 2013 Present: Bill Eddleman, Sharon Giebler, Patti House, Robert Komorech, Alyssa Lage, Charlotte Young-Slinkard, Richard Withers Absent: Scott House, Nicholas Snyder Staff Present: Carol Peters, Ryan Shrimplin REGULAR MEETING Vice Chairman Lage called the January 16, 2013 meeting of the Historic Preservation Commission to order at 7:00 p.m. The minutes of the December 19, 2012 regular meeting were unanimously approved upon motion made by Mr. Eddleman and seconded by Mr. Komorech. APPEARANCES OF ITEMS NOT ON THE AGENDA 000) Ms. Annie Criddle, representing the Kellerman Foundation, invited the Commission to the Missouri Flag Centennial Celebration sponsored by the Kellerman Foundation, which will be held March 21 - 23, 2013. She explained the Kellerman Foundation was formed by Bert and Mary Ann Kellerman after purchasing the Oliver-Leming House in 2002. CERTIFICATE OF APPROPRIATENESS The Commission reviewed a Certificate of Appropriateness application for a porch floor replacement at the Glenn House, 325 South Spanish Street. Mr. Tom Grantham, representing the Historical Association of Greater Cape Girardeau, stated the porch flooring has been an issue for several years. It was completely replaced in 1996 and again in 2005, but the flooring has not fared well as evidenced by the photos submitted with the application. Mr. Grantham is proposing a new product called Aeratis, which is engineered for durability and decay resistance. Its primary component is PVC. He stated the material has been used for various historic projects in other communities. Mrs. Slinkard commented she was familiar with the material from a project she was involved with in Washington, D.C. The staff report recommended approval of the application as submitted. A motion was made by Mr. Eddleman, seconded by Mrs. Giebler, to approve the Certificate of Appropriateness application for 325 South Spanish Street. The motion passed with a vote of 7 in favor, 0 in opposition and 0 abstaining. OTHER BUSINESS Mr. Shrimplin updated the Commission on Southeast Missouri State University's plans to demolish the n handball court at the River Campus for the construction of a new building. Mr. Shrimplin stated that he had spoken with Jo Ann Radetic and Rebecca Roth at the State Historic Preservation Office regarding the need for a Section 106 review. Ms. Roth indicated that a Section 106 review would only be required if the project utilized Federal funds, in which case SHPO would receive notification from the federal agency providing the funds. To date, SHPO has not been contacted by a federal agency City of Cape Girardeau Historic Preservation Commission Minutes January 16, 2013 Page 2 regarding the project. A Southeast Missourian article indicated that the University intends to fund the project through bonds and other private sources. A motion was made by Mrs. House, seconded by Mrs. Slinkard, for the Historic Preservation Commission to send a letter to the University urging the Board of Regents to reconsider the demolition of the handball court. Mrs. Kathy Mangels, Southeast Missouri State University, appeared before the Commission and explained that the decision to dismantle the handball court was based on an assessment provided by the structural engineering consultant. Mr. Tim Rowbotten, the Lawrence Group, and Mr. Marc Alper, Alper Audi, Inc., explained to the Commission that a report was presented to the University Board of Regents in October of 2012. The report concluded that the handball court was not stable due to missing mortar as well as previous attempts at using Portland cement as a mortar. The report also indicated that there is evidence of water penetrating the wall from the top. The University has contracted with historic preservation professional Melinda Winchester to document the dismantling of the court. They also stated bricks from the court will be utilized as elements in the new building. Mrs. Mangels mentioned the administration had also consulted with Dr. Hoffman for ideas. Mrs. House changed her motion to send a letter to the University urging the administration to communicate and consult with the City on matters affecting historic properties. The motion passed with a vote of 7 in favor, 0 in opposition and 0 abstaining. The Commission discussed plans for the 2013 Endangered Buildings List. Mr. Shrimplin reviewed a draft press release inviting the public to submit nominations for the list. He also reviewed the proposed nomination form, which would be posted on the City's website. Mrs. Lage reported that she will be speaking about the Endangered Buildings List to one of Dr. Hoffman's classes on February 7th Dr. Hoffman is planning on having his students work in pairs to research buildings and submit nominations for the list. Mr. Shrimplin explained that the nominations submitted by the public should be considered along with the buildings that were on the 2012 list. The new list can contain as many properties as the Commission wants to include on it. A motion was made by Mr. Eddleman, seconded by Mr. Komorech, to have staff proceed with issuing the press release and posting the nomination form on the City's website. The motion passed with a vote of 7 in favor, 0 in opposition and 0 abstaining. Mrs. Giebler stated she spoke with the Southeast Missourian regarding publishing some of the photos of past Original Treasures buildings as an "Original Treasures Revisited" article or series. She indicated the Southeast Missourian was receptive to the idea. The Commission also liked the idea and Mrs. House mentioned it sounded similar to the "Lost and Saved" column published several years ago. Mrs. Giebler indicated there are no Original Treasures signs posted at this time. Mr. Eddleman suggested some homes could be nominated from the Boulevard Local Historic District. Mr. Shrimplin reminded the Commission that the program is only for buildings that are not in the National Register of Historic Places or part of a Local Historic District or Landmark. The selection criteria also require that building improvements be in compliance with the Secretary of the Interior's Standards for Rehabilitation. The Commission agreed to re-evaluate the selection criteria at an upcoming meeting. The Commission discussed plans for the 2013 Historic Preservation Month Walking Tour. The Commissioners agreed to tentatively schedule the event for May 10, 2013. The tour will begin at 6:00 p.m. at the corner of Independence and Lorimier Streets and head south, ending at the Huhn-Harrison House, 340 South Lorimier Street. Mrs. Lage presented a sheet from a historic building scavenger hunt that was held in another community. She suggested the Commission work with Old Town Cape to sponsor a similar event, perhaps as part of the walking tour. Mr. Kevin Priester, owner of the West Bank Bistro at 340 South Lorimier Street, appeared before the Commission to request input on the design of a proposed ADA ramp. The ramp is required by code. He would like for the ramp to be visually compatible with the historic home. He invited the City of Cape Girardeau Historic Preservation Commission Minutes January 16, 2013 Page 3 Commissioners to forward suggestions to him or Mr. Shrimplin. Mr. Priester also offered to keep the restaurant open late for the conclusion of the walking tour on May 10tH ADJOURNMENT Upon motion made by Mr. Eddleman, seconded by Mrs. House, the meeting was adjourned unanimously at 8:10 p.m. Respectfully submitted, 6 Patti House Secretary
