The Historic Preservation Commission held their regular meeting July 16, 2008, at 7:00 p.m.,
following Committee meetings that were held at 6:30 p.m. at City Hall, 401 Independence Street.
Members Present:
Pat Dahl, Patti House, Scott House, Ed Kaiser, Steve Pledger, Sharon
Giebler, Dick Withers, Felix Kinsley(Honorary Member).
Members Absent: Bill Eddleman
Staff Present: Brenda Schloss
Due to the absence of Chairman Bill Eddleman and the vacancy of the Vice-Chair, Secretary
Patti House conducted the meeting.
Upon motion made, the minutes of the April 16, 2008 meeting were unanimously approved.
New Business:
Newly appointed Commissioners, Sharon Giebler and Richard"Dick" Withers, were
welcomed by the Commission.
In the election of officers, Commissioner Scott House motioned to re- elect Bill
Eddleman as Chairman. Commissioner Steve Pledger seconded the motion and the
motioned was passed on a 6-0 vote in favor. Commissioner House motioned to elect
Steve Pledger as Vice Chair and Commissioner Dick Withers seconded the motion. The
motion passed with a 6--0 vote in favor. Commissioner Pat Dahl made the motion to re-
elect Patti House as Secretary. Commissioner House seconded the motion and the
motion was passed with a 6-0 vote in favor. Officers for the 2008-2009 year are as
follows:
Bill Eddleman: Chairman
Steve Pledger Vice-Chairman
Patti House: Secretary
Dick Withers was appointed to the Publicity Committee.
Sharon Giebler was appointed to the Landmarks Committee.

Committee Memberships for the 2008-2009 are as follows:

Landmarks Committee: Bill Eddleman, Scott House, Patti House, Ed
Kaiser, Sharon Giebler
Marla Mills, Executive Director of Old Town Cape, spoke to the Commission regarding a
Preserve America grant application that their office had recently submitted to the SHPO.
Mills explained that a$126,235 grant was applied for to be used for signs, banners,
reader boards and way finding efforts. The grant, which is a 50-50 match, would be
administered by Old Town Cape with the match to be met by the Convention and
Visitor's Bureau.
Mills also gave an update on the Dream Initiative and reported that Cape Girardeau was
now in year two of a three year initiative. Mills stated that Cape Girardeau was a little
ahead of the schedule and that the retail market analysis was the only report that the City
has not yet received.
City staff member, Brenda Schloss, reported that members of a residential neighborhood
had made a request for the Commission's support in making an application for a 2009
State Historic Preservation Fund Grant to hire a preservation consultant to prepare a
National Register district nomination. The proposed area for nomination would be
located between Themis Street and Morgan Oak and Spanish Street and Lorimier Street.
Schloss stated that there was also interest expressed in having an application prepared
concurrently for a local district. Dr. Robert Hamblin, 313 Themis Street, and Carol
McCarty who resides on S. Lorimier Street were in attendance to learn more of the
proposed grant project. Both property owners expressed the desire for further discussions
on the project. Commissioner Scott House made a motion to forward a grant application
to the State Preservation office to have a National Register district nomination prepared
for the area bounded by Themis Street on the north, and Morgan Oak Street on the south;
S. Spanish Street on the east and S. Lorimier on the west. Commissioner Pat Dahl
seconded the motion. The motion was approved on a vote of 6-1. Commissioner
Withers inquired as to what the City could do for the neighborhood should the district be
approved and what could be done to make the area surrounding the district"shine"?
Commissioner House recommended that the Commission research what financial
incentives could be added for locally designated properties.

Old Business:
The Commission discussed the downtown walking tour that took place on May 9 for
Historic Preservation Month. The Commission felt that there had been a good turnout
and that there was more community interest than they had anticipated. Plans for the 2009
National Historic Preservation Month walking tour would include Main Street from
Broadway to William.
Committee Reports:
The Landmarks Committee had no report.
The Publicity Committee had no report.
The Education Committee had no report.
Other Business:
Commissioner Ed Kaiser inquired into the relationship between the Commission and
historically designated structures and expressed concern that the Commission was not
more involved in the encouragement of the maintenance or renovation of historically
designated structures, especially those located on Broadway. Commissioner House
explained that National Register sites were not under the jurisdiction of the Commission
and that the Commission had no authority to enforce any type of maintenance or
guidelines on these buildings. Commissioner Withers recommended that the
Commission submit an editorial to the paper explaining that the Commission has no
authority over National Register sites. Commissioner Kaiser made a motion that such an
editorial be drafted for submission to the Southeast Missourian. Commissioner House
seconded the motion. The motion to draft an editorial for submission to the newspaper
passed on a 7-0 vote in favor. Commissioners Withers and Eddleman will draft an outline
of the editorial to submit to the city staff.
Commissioner House reported that Chairman Eddleman had expressed to him that he
would like for the Commission to meet an hour prior to their August 20th meeting to
conduct their annual retreat. The Commission agreed with the additional request that
food also be provided.
Commissioner Sharon Giebler reported on the July Planning and Zoning Commission
meeting that she had attended. Giebler stated that the main topic of discussion was the
number of roomers allowed in the different zones..

Other Business (cont.):
Commissioner House reported that the roof replacement for the block house at Fort D
was still pending and requested that the Commission forward a letter to the Parks
Department in support of replacing the existing roof with a flat roof which would be in
keeping with the architecture of the building. Commissioner Withers motioned that a
letter of support be forwarded to the Parks Foundation in support of a roof replacement
that would maintain the architectural integrity of the building. Chairman Kaiser
seconded the motion and the motion passed with a vote of 6-0 in favor and (1) abstention
(Chairman House).
City staff, Brenda Schloss, reported that the Lily House and 127 N. Water Street had both
been approved by the Keeper to be added to the National Register of Historic Sites.
Schloss also reported that the front door of the Steinbeck-Brock House, 9 N. Fountain,
has also been replaced with one that was not in keeping with the design of the house.
Schloss stated that a letter of advisement had been forwarded to the property owner
requesting that an application for a Certificate of Appropriateness be submitted to the
Commission
Upon motion made, the meeting adjourned at 8:50 p.m. The next regular meeting of the
Historic Preservation Commission is scheduled for August 20, 2008 at 7:00 p.m.,
following a 6:00 p.m. retreat.
