HomeMy WebLinkAboutHPC.Minutes.09-19-2001 MINUTES HISTORIC PRESERVATION COMMISSION City of Cape Girardeau PO Box 617 Cape Girardeau, MO 63702-0617 September 19, 2001 The Historic Preservation Commission held its regular monthly meeting on September 19, 2001 at 7:00 p.m. at City Hall, 401 Independence Street. Members Present: Amy Chiles, Felix Kinsley, LeeAnn Milde, Chris Manning, Verna Nelson, Steven Peel, Barbara Port, Dave Rutherford, John Schneider, Robin Seiler, Betty Voss Members Absent: None Staff Present: Kent Bratton, Brenda Schloss, Terri Foley(Intern) The meeting was called to order at 7:00 p.m. by John Schneider, Chairman. Upon motion made, the minutes of the August 15, 2001, meeting were unanimously approved. New Business: Robin Seiler was welcomed to the Commission. Seiler was appointed to the Commission by the City Council at their August 20, 2001 meeting and will serve until April 16, 2003. Property owners from the Sunset Neighborhood attended the meeting to discuss neighborhood concerns and their options for the protection of the neighborhood. Issues discussed included local historic districts, conservation zoning, rezoning and minimum maintenance ordinances. Neighborhood concerns ranged from zoning issues to poor maintenance of properties to loss of structures due to hospital expansion. Residents were given information on historic districts and advised to organize themselves and survey the neighborhood to determine the level of willingness of property owners to participate in a local historic district. From that point, district boundaries could then be determined and an application for a local district completed. MINUTES HISTORIC PRESERVATION COMMISSION September 19, 2001 els Page 2. Old Business: Terri Foley of the Historic Coloring Book Committee gave an update on the status of the coloring book. Foley reported that the University had declined to do the project this year and that the Commission would have to continue with fundraising efforts to get the book printed. Foley also displayed pictures completed thus far by Mr. Nilsen for the project, which were well received. National Register of Historic Places Nominations: In review of the Marquette Hotel, 338 Broadway, application for nomination to the National Register of Historic Places, David Rutherford motioned that the Commission recommend approval of the nomination to the Missouri Advisory Council. Verna Nelson seconded the motion and motion passed on a 10-0 vote with 1 abstention. Robin Seiler abstained from voting because she co-wrote the application. Seiler reported that the application still required a few revisions requested by the State and that 5 x 7 photos still had to be submitted. The Commission questioned how a National Register status would effect the condemnation status of the Marquette. Kent Bratton advised the Commission (RN that this would not alter the condemned status of the hotel. Committee Reports: Verna Nelson and Robin Seiler were both appointed to the Landmarks Committee. Barb Port reported that she had attended the Design Guideline Workshop in Ste. Genevieve on August 21" and requested reimbursement for the $15.00 registration fee. Port also distributed a report of that workshop to the rest of the Commission. Port also requested reimbursement for supplies she had purchased for the yard signs and submitted approximately $11.00 in invoices for reimbursement. Chris Manning motioned that Port be reimbursed for both requests. Dave Rutherford seconded the motion and motion passed with an 11-0 vote for approval. Verna Nelson of the Landmarks Committee reported that she had been trying to continue her dialogue with Olive Keller, co-owner of the Armstrong/Ramsey House but has had trouble getting a hold of her. Nelson stated that she had drafted a letter to Ms. Keller giving her an update on the status of the property. Nelson reported that as to date, she has not been able to locate anyone who would be interested in taking over the property and maintaining it as a museum. Nelson stated that she would seek permission from Ms. Keller to approach Southeast Missouri Hospital and recommend that the hospital take over the house as a medical museum or visitor's center. Other Business: Chris Manning suggested that the Commission begin planning for National Historic Preservation Week now instead of in the spring. Manning recommended that the Commission do something big to advertise what it has been doing. Chairman Schneider appointed Manning, Leeann Milde and Robin Seiler to a National Historic Preservation Week ad hoc planning committee. Staff Time: City staff reported that notice have been given from JoAnn Radetic that as of August 2001, the SHPO is no longer under the Division of Parks, but is now its own division. However, no official notice from the State has been received notifying the Commission of any changes. Kent Bratton reported that Project Impact would have a booth at the spring Home and Garden Show next March and may have room for the Commission should it want to participate by having a display.
