Box 617 Cape Girardeau, MO 63702-0617 October 16, 1991 The Historic Preservation Commission held a regular meeting Wednesday, October 16, 1991 at 7 : 00 p.m. at City Hall, 401 Independence St. Members Present: Art Mattingly, Martha Bender, John Boardman, Loretta Dodd, Ken Hayden, John Schneider, Bob White Members Absent: Helen Hammond The meeting was called to order at 7 : 15 p.m. by Art Mattingly, Chairman. Upon motion made, the minutes of the September 21, 1991 minutes were unanimously approved, with the noted corrections made. Local Designation Applications: Prior to the meeting the Commission toured the Hoche- Whittenberger House, located at 151 S. Spanish Street. Kathleen Whittenberger, owner of the house, previously submitted further documentation of the significance of the house to the Planning Services Office. Significant aspects of the house as indicated by the Whittenbergers are: (1) the architectural aspects (Georgian) ; (2) Fr. Odin, first resident pastor of St. Vincent's Church, owned the home at one time; (3) the house was designed and built by Joseph Lansmon, a locally significant architect; (4) the age of the home (one of the oldest structures in Cape Girardeau) . Loretta Dodd volunteered to meet with the Whittenbergers to help further define the statement of significance of their home. Martha Bender suggested that the garage also be added to the application because of its architectural significance. Dodd will suggest this to the Whittenbergers. There was no further report on the Stiver House, located at 406 N. Louisiana. City staff is currently drafting a report to be submitted to the Planning and Zoning Commission. MINUTES HISTORIC PRESERVATION COMMISSION OCTOBER 16, 1991 Page 2 . ems The ad hoc committee formed to nominate Old Lormier Cemetery as a local landmark, submitted the application form to the Commission. John Schneider motioned to nominate the Cemetery for local landmark status. John Boardman seconded the motion, all voted in favor and motion carried. A report nominating the cemetery for local designation will be compiled by City staff and presented at a public hearing. Old Business: The Commission briefly discussed the plaques that will be used on locally designated landmarks. Mattingly advised that the plaques be of a "generic" nature with no specific name printed on it. Schneider reported that the Committee formed to raise funds for the preservation of Old Lorimier Cemetery has compiled a letter to secure funds for a fence. To date, approximately 750 letters have been sent out. The Southeast Missourian has also agreed to run an add on preserving the Cemetery. Prior emN to the meeting, Schneider presented a video he produced to advertise the Cemetery and the vandalism occuring there. This video will be presented to service clubs in the area in order to solicit funds for the fence. Other suggestions for the use of the video were: air it on Channel 13 ; set up a booth at the mall; develop flyers with a pledge card attached. It was also recommended that the Committee persuade the Chamber of Commerce to endorse the preservation of the Cemetery. The Finance Committee had no report. Mary Foote's resignation from the Commission, also created a vacancy on the Finance Committee. Mattingly suggested that the Finance Committee wait and fill the vacancy after another Commissioner has been appointed. New Business: The CLG Annual Report, due November 30, 1991, will be prepared by City staff and submitted to the Commission at the November 20 meeting for approval. Loretta Dodd requested that a "fact sheet" be compiled and furnished to applicants. Bob White will prepare a fact sheet which will aid in documentation and act as a resource guide for applicants. emsIt was also suggested that the application cover letter include notification that the Commission may want to tour the structure and indicate that the applicant will be notified as to when.
