AESOLUTION
WHEAEAS, one of the duties of the organized Bar is to seek ways
of improving the administration of justice in all courts , and
WHEFiEA5, the Municipal Courts of Cape Girardeau County are
important courts in the administration of justice, being the only
courts which many citizens have any direct contact with, and
WHEKEAS, the Cape Girardeau County Bar A�sociation desires to
make certain suggestions and recommendations with regard to the Municipal
Courts of Cape Girardeau County, without in any way reflecting any
criticism on present officers of said courts ,
NOW THEAEFOAE, BE IT AESOGVED that it is the consensus of the
Cape Girardeau County Bar Association that the following suggestions and
recommendations would be helpful in the administration of justice in the
Municipal Courts of Cape Girardeau County:
l . A standing committee should be appointed from the members of
the Cape Girardeau County Bar Association, the purpose and function of
which would be to work with the Municipal Courts of the county for the
purpose of improving the administration of justice in said courts,
2. The Municipal Courts should be completely separated from
the Police Departments of the municipalities. There should be a clerk
who has no affiliation with the Police Department.
3. In any appointment of a Police Judge, consideration should
be given to requiring such Police Judge to have the qualifications of a
magistrate as provided in Subsection 1 of Section 482.03J of the Missouri
Revised Statutes.
