R E S O L U T I O N
A RESOLUTION MODIFYING RESOLUTION OF AUGU5T
22nd, 1944, REDEFXNlNG THE POWER5 OF OFFICERS
AND DEPARTMENTS OF THE CITY OF CAPE GIRARDEAU
WTTH RESPECT TO PURCHASES AND XNCURRING INDEBT-
EDNESS FOR AND TN THE NAME OF THE CITY.
WHEREAS, by resolution of August 22nd, 1944, the varioua officers
and degartments of the City were given certa.in privileges with respect to
making purc�iase� and incurring indebtedness and certain rules and regu-
lations were esta.blished with reapect to making purcha.ses and incurring
indebtedneas for and in the name o� the City of Cape Girardeau, and
WHEREAS, City Manager form of government was adopted by the
City of Cape Girardeau in 1965 and Paul F. Frederick was employed as
City Manager beginning January lst, 1966, and the Council of the City of
Cape Girardeau now deems it advisable to amend the reaolution of August
22nd, 1944, so as to provide for a more orderly and systematic system of
purcha.ses made for and on behalf of the City,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF CAPE GIRARDEAU, MISSOURI, as follows:
� 1. No p•archa.se shall be mada by any department for any supplies
and materials unless a purcha.se order is issued. Department heads must
specifically and individually approve all purchase orders prior to their
i s�uanc e.
2. Purchases under $25. 00 may be made by depa.rtmenta from any
known aupplier without soliciting informal quota.tions.
3. All purcha.ses under $200. 00 but exceeding $25. 00 will be
made by informal quota.tions.
4. All p�archases except emergency p�zrchases over $200. 00 will
be ma.de by formal quotation issued by the Manager's office. The department
head desiring to make purchases in excess of $200. 00 will submit a request

to the Manager's office, stating the item needed and quoting the account
number for which such item was aet up in the budge� Bid openings will
be opened at the office af the City Manager and the department head con-
cerned and the manager will then approve the best bid in the b�st intereats
of the City. Emergency parchases exceeding the aum af $200. 00 will be
made only with the approval of the City Manager. Such approval may be
secured by telephone or personal contact as the situation permits.
5, All purchases in excesa of $1, 000. 00 must have approval by
the City Gouncil. Formal quotations will be requested and the City Manager
will present the tabulation of bids received along with his recomm.endations
to the City Council. Formal Council action will be required to award a
contract for items of this nature.
6. Purcha.aes of continual supplies, such as gasoline and lubricant
products will be made by formal call for quotes by the Manager's office. All
purchases will be cha.rged to the proper account number as established in
the budget.
7. All provisions of resolution of August 22, 1944 and August 3,
1942 concerning the incurring of any indebtednes� for and in the name of the
City are hereby decla.red void and are abrogated insofar as they may conflict
with the provisions provided for hereinbefore.
