RESOLUTION AUTHORIZING THE CITY T�IANAGER TO UPDATE THE STUDY ON A
PUBLIC TRANSIT SYSTEM FOR THE CITY OF CAPE GIR.ARDEAU, MISSOURI,
BY CONTACTING APPROPRIATE REGIONAL, STATE AND FEDERAL AGENCIES TO
OBTAIN ADDITIONAL INFORMATION PERTINENT TO GOVERNMENT GRANTS
AVAILABLE FOR A PUBLIC TRANSIT SYSTEM IN THE CITY OF CAPE GIRARDEAU,
MISSOURI
WHEREAS, a new Federal law provides both capital equipment
and operating assistance for Public Transit Systems to Cities
under 50, 000 population; and
WHEREAS, these funds are administered through the Missouri
Department of Transportation, which has promised to provide
information; and
WHEREAS, the national energy crisis is becoming greater,
causing increased interest among Cape Girardeau citizens for a
Public Transit System, in Cape Girardeau, Missouri.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
CAPE GIRARDEAU, MISSOURI, AS FOLLOWS:
l. That the City Manager is authorized to contact appropriate
Regional, State and Federal Agencies to obtain additional information
relative to Government grants available for a Public Transit
System in Cape Girardeau.
2. That such information shall include, but not be limited
to all available facts and estimated financial data on the
following, (as detailed in Exhibit "1" , attached hereto) :
A. Subsidized taxi service.
B. Subsidized bus system.
C. Combination of subsidized taxi service for the
elderly and handicapped, and subsidized bus system
for other citizens.
3. That information gathered be compiled for a report to
the City Council by February 6 , 1980.
4. That the City Council after receiving the report give
full consideration to amending and refiling the grant application

for a type of Public Transit System in the City of Cape Girardeau,
Missouri.

EXHIBIT I
That information to be gathered on government grants available
for a Public Transit System in the City of Cape Girardeau, Missouri,
shall include, but not be limited to, answers to the following
questions:
l. Are grant funds available for subsidized private taxi
service? If so, who can ride the taxis - elderly? handicapped?
the low-income? general pubic? How would low-income be determined?
2. On what basis would the subsidy be granted -- per
capital rule, or percentage of overall operating deficit?
3. Must the contract be given to a particular taxi-cab
company, or can any taxi company be subsidized?
4. Is it possible to start with a subsidized taxi-cab
system and also begin planning for a Public Bus System? Could
this be done under the same grant application?
5. Can an application be made for simultaneous operations
of a limited subsidized taxi system for the elderly and handicapped
and a limited bus system for those able to walk to bus stops?
6. If a contract is let for a subsidized private bus
system to a company which now has buses, are government funds
available to buy replacement buses when needed? Can the City buy
replacement buses with grant funds and lease them to the private
firm? Taxicabs? What are the rules on depreciation?
7. Does the type of bus system - fixed route, deviated
route, or direct call -- affect the formula for grant funds?
8. What are the equipment requirements on public transit
to serve the handicapped? Must each bus be equipped with a
wheelchair lift? How must taxicabs be equipped?
9. Must the proposed system be bid if a taxicab company
now exists which has both taxis and buses ready to begin operation?
Can a reasonable contract be negotiated with final approval of
DOT and relevant Federal agencies?
10. What is the revised estimated financial data on the
various public transit systems, particularly limited bus service,
i.e. , capital equipment costs, operating costs, revenues and
projected deficits; and, amounts of grant monies available for
capital equipment and operating subsidies?
