A RESOLUTION IN OPPOSITION TO THE
HOUSE CABLE TELEVISION BILL (H.R. 4103)
WHEREAS, it is vitally important that the members of Congress
work in partnership with local officials to identify and initiate
mechanisms to produce long-term solutions to mutual problems ; and
WHEREAS, H. R. 4103, cable television legislation bill, is
pending before the full Energy and Commerce Committee; and
WHEREAS, this House bill does not adequately address and
protect the legitimate interests of municipalities and consumers in
assuring cable system operators may be held accountable for the
performance they render for profit to our local citizens ; and
WHEREAS, local officials want to insure that the tremendous
benefits of cable technology are readily accessible to all the
citizens of our community; and
WHEREAS, our community has a contractural obligation with a
cable operator to insure the provision of high quality service to
subscribers in an economic and regulatory climate which is conducive
both to the financial health of the operator and the growth of
better programming and innovative service;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
CAPE GIR.AP.DEAU, MISSOURZ, AS FOLLOWS :
SECTION 1. The City Council desires to see that the
contractural agreement between the people of Cape Girardeau and the
franchised cable operator is implemented in accordance with its
terms .
SECTION 2. The City Council is opposed to the passage of H.R.
4103 because this piece of legislation would abrogate the contrac-
tural responsibilities that have been entered into by the citizens
of this community and the franchise cable operator.
SECTION 3. The City Manager is hereby authorized to submit
this resolution to the appropriate individuals .
