The City Manager, for and on behalf of the City of Cape Girardeau, Missouri, is hereby authorized to enter into a Contract Amendment with Sverdrup Corporation for engineering services for the wastewater pathogen reduction and sludge storage project. Pruett, Deputy City Clerk AMENDMENT NO. 1 to AGREEMENT BETWEEN THE CITY OF CAPE GIRARDEAU, MISSOURI and SVERDRUP CORPORATION Dated February 21, 1992 Note: All other terms of the original contract remain unchanged with the exception of the following: Article 3 - Compensation and Payment On page 3 under A. Cost - Replace the second paragraph with: The total cost (exclusive of fixed fee) is estimated to be $238,320. The fixed fee shall be $25,320. The total amount to be paid for design and construction services - under this Agreement shall not exceed $263,640 including cost and fixed fee, without approval of the Owner. Sverdrup shall notify the Owner when costs incuned and obligated amount to 95% of the total estimated cost and shall not incur costs beyond the estimated cost without prior approval of the Owner. A cost summary is presented in APPENDIX D. On page 3 under B. Cost Computation - add to B.1: The provisional Salary Related Expense overhead rate for Phases II, III - Office, III - Resident and IV shall be 0.428. At the end of each calendar year, the actual rate for the year will be applied and adjustment in the compensation made accordingly. The maximum Salary Related Expense overhead rate that shall be applied is 0.43. �rc,r-,is�N.t�vai.sw 1 On page 3, add to B.2: The General and Administrative overhead rate for Phases II, III - Office and IV shall be at the office provisional rate of 0.925. The maximum office General and Administrative overhead rate that shall be applied for Phases II, III - Offices and N is 0.95. The Resident Engineer while on assignment in Cape Girardeau is defined as Phase III - Resident. The General and Administrative overhead factor for Phase III - Resident shall be at the field provisional rate of 0.43. The maximum field General and Administrative overhead rate that shall be applied for Phase III - Resident is 0.45. Attend a project initiation meeting in Cape Girardeau, including a visit to the wastewater treatment plant. Review with the Owner the preliminary design for the lime treatment system and the sludge holding tank as finalized in the letter to the Missouri Department of Natural Resources dated 7une 2, 1993. Obtain City input on design features. B. Conduct jar tests using calcium hydroxide (CaOH� to determine quantity of calcium hydroxide (lime) needed to raise the pH of the thickened wastewater sludge to a pH of 12 for two hours. The Owner will provide representative sludge. The results will be used in sizing the lime addition equipment. C. Prepare design calculations to size equipment needed for the lime treatment system ' and sludge holding tank. Sizing will be based on the Facility Plan and the lime addition testing. D. Prepare drawings showing the location of the new facilities on the treatment plant site and providing design information for the construction Contractor. It is assumed that existing drawings of the wastewater treatment plant site are sufficiently accurate to use as background and for location of the new structures. The Owner will provide survey information should it be determined that additional data is necessary. E. Prepare design specifications for the equipment and facilities to be added. The major equipment to be included in the construction documents is: 1. Lime Silo System Including Slurry Tank and Chemical Feed Pumps. Slaking of calcium oxide is anticipated; however, purchase of calcium hydroxide will be investigated and used if the Owner concurs with the feasibility. City water already at the site will be used for mixing the lime solution. 2. Sludge Contact Tank. This tank is anticipated to be a 25 ft. diameter above ground bolted steel tank about 10 ft. deep. Ercra is��t�+�vo-i.3zo Page 2 of 6 3. Sludge Holding Tank. This tank is anticipated to be an above ground bolteri steel tank 70 ft. in diameter with about 19 ft. of sludge depth. 4. Sludge Mixers. Both tanks will be mixed. Submersible mixers or jet-type hydraulic mixers will be considered. 5. Pumps. Centrifugal pumps will be used for sludge transfer, sludge feed and the sludge holding pumps. Submersible or horizontal pumps will be considered. F.. Geotechnical conditions require piling under the lime silo system, sludge contact tanks and sludge holding tank. G. Initiation of sludge transfer will be manual with automatic shutoff to prevent overfilling the tanks. Control and lockout of all the pumps will be from the motor control center (MCC) located in the sludge building. There will be no local controls or disconnects. H. The Owner will provide a transformer to power the MCC. Sverdrup will design wiring from the transformer to the MCC. I. Grounding will be into an existing power ground. J. Prepare bid documents including plans, specifications and contract documents. Engineers Joint Contract Documents Committee contract documents will be used or these will be provided by the Owner. Printing of Bid Documents is not part of this contract. K. Assist the Owner with submission of plans and specifications to the Missouri Department of Natural Resources for construction permit application. Prepare minor revisions as necessary to obtain approval. The Owner will handle obtaining any local construction permits. No other permits are anticipated. L. Prepare construction cost estimate based on the construction documents produced. M. Attend project review meetings with the Owner as follows: 1. Initiation meeting at Cape Girardeau 2. 30% review meeting at Cape Girardeau 3. 90% review meeting at Cape Girardeau FpCY•118/AMENDI320
