A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AUTHORIZATION NO. 4 WITH BURNS &
MCDONNELL ENGINEERING COMPANY, INC. , FOR THE
CITY'S POTABLE WATER TREATMENT AND HIGHWAY 74
RELOCATION FOR MISSISSIPPI RIVER BIDGE
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City of
Cape Girardeau, Missouri, is hereby authorized to execute
Authorization No. 4 with Burns & McDonnell Engineering Company,
Inc. for the City's potable water treatment and distribution system
and Highway 74 relocation for Mississippi River Bridge. A copy of
said Authorization No. 4 is attached to this Resolution and made a
part hereof.

In accordance with the AGREEMENT For PROFESSIONAL ENGINEERING SERVICES dated
March 21, 1994 between the City of Cape Girardeau, Missouri (hereinafter
called OWNER) and Burns & McDonnell Engineering Company, Inc. (hereinaft�r
called ENGINEER) , OWNER hereby authorizes ENGINEER to proceed with the
following services:
I. SCOPE.
This Authorization No. 4 covers services involved in providing assistance to
OWNER's staff in the preparation of a utility (water and sewer line)
relocation construction package for inclusion by the Missouri Highway and
Transportation Department (NgiTD) in their bid/construction package for the
relocation of State Route 74 between Kingshighway and Sprigg Street.
Specifically, ENGINEER will perform the technical activities associated with
determining the proper relocation(s) for the water lines in conflict with the
roadway construction and prepare the plans and specifications for the
construction work involved in the actual relocation of those water lines; as
well as the construction work involved in the relocation of the sewer lines in
conflict with the roadway construction, based on the technical activities
related to sewer relocation as performed by the OWNER's staff.
The detailed description of the anticipated scope of ENGINEER'S services is
presented in Attachment "A'� .
II. TIME OF SERVICE
ENGINEER will proceed with providing the services set forth herein immediately
upon verbal notice to proceed from OwNER, and will complete these services by
no later than July 31, 1994, in order that OWNER can submit the completed
construction package to MHTD by August l, 1994. -
It is understood that such completion is contingent on the timely review by
OWNER of submittals from ENGINEER, as well as on any delays occasioned by
events beyond the control of the ENGINEER (such as adverse weather conditions,
regulatory agency actions, force majeure events, etc.) .

III. COMPENSATION
l. OWNER shall compensate ENGINEER for providing the services set forth
herein in accordance with the terms of the existing Agreement, based on
a cost reimbursable basis with a maximum (ceiling) amount.
2. Total payment for the Scope of Services described in this Authorization
shall not exceed the maximum of Twenty-Four Thousand Seven Hundred
Dollars �$24,700. ) without prior written approval by OWNER. Refer to
attached spreadsheet, which is submitted for information onlv, for
development of not-to-exceed amount.

DETAILED SCOPE OF SERVICES
1. Conduct a site visit to gather field data on current conditions and to
obtain clearer understanding of nature and extent of needed relocation
modifications. Combine site visit with project initiation (kick-off)
meeting to confirm project objectives, establish lines of communication,
and resolve administrative details.
2. Obtain reproducible copies of MHTD highway relocation plan/profile
drawings to use for analysis of relocation needs and eventual
preparation of water and sewer line relocation bid/construction package.
3. Make initial contact with other utility companies with services in the
highway relocation area (i.e. , gas, electric, telephone, and cable TV)
to establish lines of communication for coordination of all utility
relocation positions.
4. Evaluate water line relocation requirements and alternates by review of
MHTD plan/profile drawings and City water system distribution maps; then
select recommended approach to address each of relocation situation.
5. Develop preliminary drawings for each water line relocation (using
reproducibles of MHTD plan/profile drawings as background) ; then submit
preliminary water line relocation drawings to OWNER for review and
comment, plus coordination with sewer line relocations being determined
by OWNER's staff.
6. Obtain OWNER's review comments on preliminary water line relocation
drawings and OWNER staff's preliminary sketches for sewer line
relocations; then incorporate OWNER's water line relocation drawing
comments and add sewer line relocations to drawings.
7. Develop final draft drawings for water and sewer line relocations (still
using reproducibles of NffiTD plan/profile drawings as background) ; then
submit these final draft water and sewer line relocation drawings to
MHTD and to appropriate other utility companies for review/comment and
coordination with roadway work and other utility relocations.
8. Obtain MHTD's review comments on final draft water and sewer line
relocation drawings and incorporate appropriate revisions into completed
drawings.
9. Obtain other utility companies' review comments on final draft water and
sewer line relocation drawings and incorporate appropriate revisions
into completed drawings.
10. Coordinate OWNER's performance of "spot" excavation of portions of
certain key water lines, if needed, to determine physical condition of
lines in order to judge whether line could safely be left in place or
should be relocated.
11. Prepare necessary technical specifications to accompany water and sewer
line relocation construction drawings (assuming that "front-end" bid
documents will be MHTD standard) ; and complete water and sewer line
relocation construction drawings.

12. Submit completed water and sewer line relocation drawings to MHTD and to
appropriate other utility companies for final review/comment and
coordination with roadway work and other utility relocations.
13 . Submit completed water and sewer line relocation drawings to OWNER for
final review/comment.
14. Obtain MHTD's review comments on completed water and sewer line
relocation drawings and specifications; then incorporate appropriate
revisions into drawings and specification bid set.
15. Obtain other utility companies' review comments on completed water and
sewer line relocation drawings and specifications; then incorporate
appropriate revisions into drawings and specification bid set.
16. Obtain OWNER's review comments on completed water and sewer line
relocation drawings and specifications; then incorporate appropriate
revisions into drawings and specification bid set.
17. Prepare engineer's estimate of cost to construct water and sewer line
relocation package.
18. Transmit completed water and sewer line relocation drawings and
specification bid/construction packages, as well as engineer's estimate
to OWNER for OWNER's submittal to MHTD for inclusion with highway
construction bid package and/or other use.
It is assumed that two water and sewer line relocation bid/construction
packages will have to be prepared - one for work that will be
reimbursable by MHTD and the other for work that will not be
reimbursable (i.e. , where the conflicting water and/or sewer line are
within existing state R.O.W. ) .
19. Administer/manage above tasks (including quality control activities) .
