A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AUTHORIZATION NO. 2 WITH BURNS &
MCDONNELL ENGINEERING COMPANY, INC. , FOR THE
CITY'S POTABLE WATER TREATMENT AND
DISTRIBUTION SYSTEM, AND FOR SEISMIC
PROTECTION OF WATER SYSTEM
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
ARTICLE l. The City Manager, for and on behalf of the City of
Cape Girardeau, Missouri, is hereby authorized to execute
Authorization No. 2 with Burns & McDonnell Engineering Company,
Inc. for the City's potable water treatment and distribution
system, and for seismic protection of water system. A copy of said
Authorization No. 2 is attached to this Resolution and made a part
hereof.

AUTHORIZATION NO. 2

PROFESSZONAL ENGINEERING SERVICES

In accordance with the AGREEMENT For PROFESSIONAL ENGINEERING SERVICES dated
March 21, 1994 between the City of Cape Girardeau, Missouri (hereinafter
called OWNER) and Burns & McDonnell Engineering Company, Inc. (hereinafter
called ENGINEER) , OWNER hereby authorizes ENGINEER to proceed with the
following services:
I. SCOPE
This Authorization No. 2 covers services involved in providing the design of
piping and valve actuating systems to protect the OWNER'S existing four major
water storage tanks and the clearwells at the two water treatment plants `
during a seismic event. These systems are intended to prevent rupture of the
connections to the distribution system at these tanks, and to isolate the
storage tanks from the distribution system to minimize the loss of treated
water and reduce the risk of crosa-contamination due to distribution system
piping failures.
Specifically, ENGINEER will prepare detailed plans and specifications required
for the installation of flexible, expansion joint piping at the inlet and
outlet of the Gordonville tanks (2) , College tank, Meadowbrook tank, and at
the clearwells at each treatment plant. ENGINEER will prepare detailed plans
and apecifications for a seismic actuation system to positively close
isolation valves for each of the above-mentioned tanks.
The detailed description of the anticipated scope of services is presented in
Attachment "A".
II. TIME OF SERVICE
ENGINEER will proceed with providing the services set forth herein immediately
upon verbal notice to proceed from OWNER, and will complete these services
within six (6) weeks from work initiation.
Zt is understood that such completion is contingent on the timely review by
OWNER of submittals from ENGINEER, as well as on any delays occasioned by
events beyond the control of the ENGINEER (such as adverse weather conditions,
regulatory agency actions, force majeure events, etc. ) .

III. COMPENSATION
1. OWNER shall compensate ENGINEER for providing the services set forth
herein in accordance with the terms of the existing Agreement, based on
a lump sum basis. Total payment for the Scope of Services described in
this Authorization shall be the lump sum amount of Eighteen Thousand
Dollars ($18,000. ) .
2. ENGINEER shall invoice OWNER for one-half of this lump sum amount
following submittal of preliminary plans and specifications. One-half
of the remainder of this lump sum amount shall be invoiced following
submittal of the completed final plans and specifications and ENGINEER'S
Construction Cost Estimate. The final remainder of the lump sum amount
shall be invoiced following submittal of the record drawings to oWNER.

AUTHORIZATION NO. 2
DETAILED SCOPE OF SERVICES
1. Conduct a site visit to gather data on current storage tank conditions
and to obtain clearer understanding of the nature and extent of OWNER-
desired modifications. As presently understood, items to be addressed
include:
a. Design of flexible, expansion joint piping sections at the inlet
and outlet of the Gordonville tanks (2) , College tank, Meadowbrook
tank, and at both treatment plants' clearwell.
b. Design control valves to isolate all storage tanks from the
distribution system in the occurrence of a specified seismic
event.
c. Investigate alternatives to positively actuate closure of the
isolation valves. Evaluate multiple seismic triggers/switches
versus a single seismic trigger/switch and a SCADA system.
d. Design selected seismic trigger/switch system to positively �
actuate closure of isolation valves.
2. Briefly investigate the ramifications of water storage isolation in
light of emergency planning considerations.
3. Prepare preliminary plans and specifications for each of the six
specified storage tanks.
4. Submit preliminary plans and specifications to OWNER for review.
5. Incorporate OWNER review comments and finalize the detailed plans and
specifications.
6. Submit final plans and specifications to MDNR for review and approval.
7. Incorporate MDNR comments and otherwise complete final plans and
specifications.
8. Develop Engineer's Estimate of Construction Cost for OWNER'S use in
evaluating construction bids.
9. Assist OWNER during the bidding process in responding to bidder
questions on design intent.
10. Provide construction-phase engineering services consisting of:
a. Shop drawing review.
b. Response to field questions.
c. Final inspection to confirm construction's conformance to design
intent.
d. Prepare record as-built drawings.
11. Administer/manage above tasks (including quality control activities) .
