A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AMENDMENT NO. 1 TO AN AGREEMENT WITH
SVERDRUP CIVIL, INC. , FOR ENGINEERING SERVICES
FOR VARIOUS SANITARY SEWER SEGREGATION AND
PIPING PROJECTS
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City of
Cape Girardeau, Missouri, is hereby authorized to execute Amendment
No. 1 to an Agreement with Sverdrup Civil, Inc. , for engineering
services for various sanitary sewer segregation and piping
projects. A copy of said Amendment No. 1 is attached to this
Resolution and made a part hereof.

On page 3 under A. Cosl - Replace the second paragraph with:
The totat cost (exclusive of fixed fee) is es4mated to be �1,102,655. The fixed
fee shall be $97,480. The total amount to be paid for design and construction
services under this Agree�nent shall not exceed $1,200,135 including cost and
fixed fee, without approval of the Owner. Sverdrup shall naiify lhe Owner when
costs incurred and obligated amount to 95"/0 of the total estimated cost and shall
not incur costs beyond the estimated cost without prior approval of the Owner.

1. Initiate Phase II Projects by:
• Review existing sewer and related drawiu�s for the Project area.

8. AfYer review by the City, present the Draft phase II Facility �'ian lo ihe Missouri
Deparcment of Natural Resources (DNR) f�r review. 20 copies �f the draft Naciliry Plan
will be gri.nted. Modify the Fscility Plan, as necessary, in response to DNR co�oamcnts.
Major add'ztional i.nformation and rewritcs ace no� anlicipated. The revised Final Phace
2 Facili[y Plan will then be presented to nNR. 20 copies of the Finai Facility Plan will
be printed.
9. Issue clearance letters to State and Fedez�ai agencies as requized by DNR. Clearance by
all afiencies, includ.ing the State O�ce of Historic Preservation, is anticipated without
, a Cu.ltural �2esources S�rvey or other extra study. If cultural resource surveys are
required, these wxi! be cornracted directly by the City.
10. Present the result� of the Phase II Fae�liry Plan sluciy tc� the public during a meeting
: conducted by the City. The City may wish to eonduet a user chaz�ge rate meeting at the
same ti.me.
11. Continue contacts with the DNR.
12. Contacl railroads reaarding requirement� for Phase Ti project ra�iroad crossi.ng permit
requirerz�tents. Six crossings of the same railroad are anticipated. Permits will be applied
for in a later phase.

The draft of the PhasC I F�u;ility Plan is currently being develoPed and therefore #inal
recommendations aze not completed. However, bascd on work to date and previous
studies the required impruvc�zacnts Lave been eslimaled and will be used for the hasis �f
this scope of work. If the preliminary recomzr�e�adations are revised in the fu�al lacili�y
plan this scope of work as wcll as thc cstimatcd bud�et may need to be adjusted
accordingly. The prelim�nary recommendarions for ea.ch �rc�ject is listed below.

a minimal amount of microtunnelling will be utitized for this project and that the majoz�ry
of the new sewers will be located within thc roadway.

19. F�r the College/T�enderson Trunk prcpare design documents for replacenlent of an
exisling 21" Sewer which has had a hitt�ry of grit blol;kxge anc3 pipe failures. A new
2�" sewer lin� adjacent to the exist�n� sewer li.ne will be designed to eliminate thesc
problems. The existing sewcr line will be aba.adoncd in place.
20. For the Outfall Relief sewer prepare design documents for repiacement of an cxisting 36"
sewer i.n the stretch of sewe�r downstrcam frotti !he clisch�e from the MississiPPi River
lift stations to the wastewater treatrnent plant. A,n adjacent 54" sewer will be designed
to provide the additional required scwcr capacity. In addition, a new sluicc gate
structure a.nd a diversion stracture will he designed as a part of tlus projec;l.
21. Por West Side Relie�'pz�cparc desisn documents for replaccmcnt uf an cxislu�� 21" sewer
to pxovide additional capacity for existing xnd fu�ure growth in the Cape La Croix
drainage basin. An adjacent 36" sewer will be designed which wiil requSze design ot�an
aerial stream crossing or an invertcd syphon. Tlxe existing stwer is lu be abancluned in
place.
22. Coordinatc with su.rveyp�Sub�onsultanls lu pr�vide complete 1" = 50' scale topod aphic
mapping for the design of College/Hende,rson Trunk, West Sicle R.elief, and Outfall
Rclicf without thc usc of aerial photography. The survey subconsultants will also provide
d ound control for the Aeriai mapping. in additi�n, gmund �urveys will supplenue,nt the
Aerial mappi.ag for the Cvlle�elH,enderson C50 (Norch and Southj a.n.d the
Walnut/Henderson CSO. Propem� lines and ROVJ lines will be survcytd, howcver, no
ea.sement� will he PrePared at this r.ime.
23. Coordinat� with Aerial subconsuiffints to provide vector digitized mapping for the
CoIle;e/Henderson CSO (North and South) and Walnut/Henderson CSO Phase I projects
as well as all of the Phase TY projects. The mapping will be done at 1" = 50' Scale and
for 1-foot contour interv�ls, The aerial phvtography will also cover the
ColLege/Henderson Tn�nk, West Side Relief, and Outfall �telief at a scale of 1" = 50'.
The Aerial mapping will be verif'ied usi.ng data collected by the supplemental ground
surveys.
�. Perform cursory geological invest�ation to evaluate soil conditions an�d depth lo rock.
This will be perfurmecl by ulilizi� existi� soil maps, exislin� sewe.r plaus, visual
obsez-vation, and historical data from the City.
25. Field visits will be made tn verify m�pping and lo clevel�p tZie sewe.r line routi.ag.
26. The Iine routing will be finali�ed basea on cowple�ed mappin�/survcying in an cffort to
minitmize disturbances to traffic, utilities, business customers, and landscapir�,.

27. A dcsign memorandum will be prcpared to summarize the desigu bxsis and design
criteria_ In addition [o estimating the furiue �opulacion served and wastewater flows, the
size and preliminary desie�a of the sewers will be developed. This clucument will serve
as the basis for final design/bid docwments.
28. Review Wyc Rcport boo� at City Ha11 to rind locali�ns �f house lateral corulectiow lur
!he Colle�e/Henders�n CSp (North & South) and Walnut/Hendezson CSO projects.
29. Dcvclop a Master Specification to be used un all project� in the Sanicary Sewer
Improvement Program. The Master Specificat�on will be sent w the DNR f�r approval
in advance of project suhmitta�s in an cffort to expedite individual project rcviews.
Revisions will be made as required to tailor the master specificauon to the sPecifies of
each inclividual project.
30. Prcpare iletaileci engineering design of t�ew sanilary sewers/st�rm sewers needed to
segregate combined sewers as well as sewer relief systems for ovcrloadcd scwers. It is
a.nticipated that an aerial creek crossing or a.n inverted syptioa will be designed for the
West Side Relief project. Tl� Outfall Relief projects will require design of a sluice �ace
structute and a diversion structure.
3�. Prepare bid doeuments, including plans, specif�ications and contrdct doeuments.
Engineers 7oint Contract 17ocuments Coriamittcc upfront documents will be used. Tlu-ee
sets of bid document� will be provided for review. Five sets of final bid dot;umeuts will
be provided u�on eomptetian of each project.
32. A ge�technical investigarion wi11 he Perf�rmed al�,ng thr; pr�p�sed sewer ali?nment to
identify the subsurface materials expected to be encauntered duziiz�g construcrion. Bricf
mcmoz'andum-type reports will be issued to discuss the cffcct of subsurl'ace materi�ls on
vench excavauoa, temporary excavalion support, backfill, and gr�und water control. Yt
is anticipated that 36 borings will be drilled to an average depth of 20 fcet, or augcr
refusal.
33. Public Meetings will be held to review thc scwcr unprovement plans beforo prc�ceedin�g
with final design. It is anticipated ltwl Ihe projects will be divided into two groups and
therefore two meetings witl be held.
34. Prepare cunstruction cost estimates for eaeh individual Pr�ject based on the eonstruetiou
documents produced.
35. Assist the Qwner with the submission of plans and specificalions �o Missouri Departiment
of Natural �Zesources for construction permit a��lication and the US �1rmy Cozps of
�ngineers for a "Section" 404 Permit for wetlands. A simple suUinission for thc 404
permit ineluding a location map and brief pruject dcscripuon to receive a Nalional Permit
is anticipated. No other permits are anticipated.
