' � '+ i A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH THE FEDERAL AVIATION ADMINISTRATION ACCEPTING AN OPERATIONS AND MAINTENANCE MANUAL FOR THE CONTROL TOWER AT THE CAPE GIRARDEAU REGIONAL AIRPORT BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU, MISSOURI, AS FOLLOWS: ARTICLE 1. The City Manager, for and on behalf of the City of Cape Girardeau, Missouri, is hereby authorized to execute a Memorandum of Understanding between the Federal Aviation Administration and Cape Girardeau, Missouri, accepting an Operations and Maintenance Manual for the CGI air traffic control tower at the Cape Girardeau Regional Airport. MO In accordance with the requirements of the applicable provisions of the Federal Aviation Act of 1958 and the attached Operations and Maintenance Manual (OMM) . The City of Cape Girardeau herby accepts the attached OMM as approved by the Federal Aviation Administration (FAA) , for the operation and maintenance of the CGI Airport Traffic Control Tower (ATCT) at the Cape Girardeau Regional Airport . The undersigned agree to operate and maintain the above facility in accordance with all applicable FAA requirements , standards and criteria governing such a facility, including those requirements contained in FAA Advisory Circular 90-93 and the attached OMM. At any time that the person(s) ident� fied as the maintenance technician(s) in the OMM no longer performs the functions indicated, the undersigned shall notify the FAA within 10 working days . Revision Index 24 2 , Part I OPFRATIONAL REQUIREMENlS The following requirements must be met to operate a facility in the National Airspace System (NAS) . Failure to comply with these requirements will result in withdrawal of approval for use of the facility. Requirements 1 through 8 will be considered mandatory for all public use non-Federally-owned and operated Airport Traffic Control Towers (ATCT) . A LICENSING. l Facilitv. The Federal Communications Commission (FCC) license for each transmitter is to be conspicuously posted at the facility. The normal period of the station license is five years . after which time it must be renewed. FCC Form 406 may be obtained from the FCC Office. Each application must contain a statement indicating that the FAA has been notified and the date of notification. Renewal applications must be made at least 180 days prior to expiration. Copies of the application and the new license when received must be provided to the Airway Facilities (AF) Sector/Regional Office. 1he sponsor must apply for and receive a license or Special Temporary Authorization (STA) for each frequency from the FCC prior to station operation. ? Maintenance Technician. The ATCT equipment shall be operated and maintained only uy persons duly licensed by the FCC and approved by the FAA respectively. a . The sponsor shall provide a��d identify to the FAA at least one FAA approved electronic maintenance technician that will be assigned overall maintenance and logging responsibility for the ATCT operating equipment . (1) The ATCT operating equipment covered by this maintenance responsibility include the overall communications channel equipment , meteorological equipment. and other equipments listed as the minimum equipment required at a ATCT in AC 90-93. Part I (B4b) of this OMM defines types of meteorological equipment . (2) To obtain FAA approval , the technician assigned this overall maintenance responsibility shall have a FCC General Radiotelephone License and demonstrate through one or more practical performance exams , the ability to install , repair, maintain, and verify satisfactory performance of the equipment listed in AC 90-93 and Attachment 2 of this OMM. 3 , ` (3) If the requirements of (2) above are met , a technician will be issued a FAA Letter of Verification Authority for the ATCT Communications Systems : Meteorological Equipment, with each specific type of ineteorological equipment listed: and other verifiable systems as identified and listed in Attachment 2. b. The sponsor may provide and identify to the FAA additional technicians with FAA ATCT verification authority which the sponsor may have accomplish maintenance at the ATCT. c. The sponsor may allow other trained personnel without FAA verification authority to accomplish limited maintenance and logging duties . ( 1) Such duties must either be confined to tasks not affecting verification performance parameters of the communication systems or meteorological equipment ; or, be followed by a verification check by a technician with FAA verification authority before being put back in use. (2) Examples of permissible tasks for non-verified personnel include taking meter readings . changing "black boxes" , changing recorder tapes , changing indicator bulbs , making visual and oral checks of operating equipment, and maintenance of non-verifiable equipment that do not affect communications with or movement of aircraft . E� E=ACILITY/EQUIPMENT VERIFICATION. 1 Facility or equipment verification is the written assurance that the facility is providing the required or advertised service to the user. Only personnel holding valid FAA Verification Authority may make these performance verification accessments and make a verification statement in the 6030-1 log . 4 7. The Fl�A has identified systems requiring verification in Attachment 2 "Additional Non-Federal ATCT Reference Data" . The verification intervals are given in Attachment 3 (C1 . The method for verification determination is left to the professional judgement of the verifying technician. Some methods that may be used are: a . Direct measurement of verification parameters . Verification parameters are identified on pages following Attachment 3 (C) . b. Monitor indications . c . Analysis of required information on technical performance record forms (FAA form 6000 series) or similar manufacturer's data record forms . d. Visual and aural observations , such as meter readings , pilot light indications , and absence of unusual noises , heat or odors . e. User checks of satisfactory operation: as with a voice communication check on communicaiion equipment . 3 The documentation received from the National Weather Service (NWS) or FAA approved Altimeter Calibration Station , may be used as tf�e �asis for satisiactory performance verification or wind equipment and/or altimeters . 4 In the ATCT. equipment and services directly affecting the flying public shall be verified. These include: a . Communication and communication control between pilots and Air Traffic personnel during aircraft operations . (Primary ar�d backup communication systems. ) b. Essential meteorological equipment used to provide information to aircraft taking off and landing at airports : such as altimeters , Digital altimeters (DASI ) , wind speed/direction , RBC, RRH. RUR, ATIS. and LLWAS. c. Specific facility systems and equipment requiring periodic verification are listed in Attachment 2 of this OMM. 5 A prescribed verification statement, as listed in Attachment 3 of this OMM, shall be entered in the facility 6030- 1 log prior to returning a system or equipment to service following interruption or repair if a verifiable parameter could have been affected. Also. the statement shall be entered on a routine basis , not to exceed the maximum interval , as specified by the Fr'�� in Attachment 3(C) of this manual . 5 6. Verification shall be performed by personnel with specific written verification authority and responsibility on the subject facility/system/equipment. This restriction does not prevent non-verified technicians from performing and logging ma�ntenance duties as long as verifiable parameters are not affected. C NOTICE TO AIRMEN (NOTAM) . A NOTAM contains the establishment. condition, or change in any aeronautical facility, service, procedure. or hazard, the timely knowledge of which is essent�al to personnel concerned with flight operations. Deviation from normal operation or failure of this facility is to be promptly and accurately publicized by a NOTAM. The sponsor and the technician responsible for the required maintenance shall be notified immediately of reports concerning irregular operation of this facility by pilots or other persons detecting the irregularity. The sponsor or the authorized representative shall ensure that a NOTAM has been filed through the associated Automated Flight Service Statron (AFSS) or Terminal Radar Approach Control (TRACON) . The sponsor or the authorized representative shall also ensure notification of the applicable Air��ay Facility (AF) Office by telephone during normal office hours . as listed in the section covering Non-Federal Facility Oata , to report any such failure or deviation exceeding or expected to exceed 10 days . 0 MONITORING The ATCT, if requested, snall agree to monitor and report changes in status of any ��A approved pubiic use NAVAIGS used on the airport. E SHUTDOWN FOR ROUTINE MAINTENANCE. Maintenance should be performed only when the following conditions exist: 1 . Interruption should be confined to visual flight rules (VFR) conditions or periods of light traffic whenever possible. 2. The interruption of service shall be coordinated with the appropriate ATCT controller on duty. Notification should be made so that the notice of shutdown or interruption will minimize adverse affects of the proposed interruption. Facilities shall not be shutdown or tested without Air Traffic (AT) approval . 3. A NOTAM shall be issued in case the entire facility or a communication channel is completely out-of-service during normal operating hours . Advance notification is needed stating the specific period of time involved. F PILOT REPORT. The sponsor shall remove the specific facility service immediately upon receipt of two successive pilot reports (PIRFPS) of malfunctioning . The facility will ��emain out-of-service until proper� operation can be confirmed by the fiacility technician and/or flight inspection aircraft as necessary. G (� REQUIRED SUPPORT ITEMS l . The sponsor or sponsor s contractor shall provide FAA approved test equ�pment needed r-or maintenance of the facility. Test equipment used to measure key performance parameters shall be calibrated at least annually. All test equipment calibration shall be accomplished w� th standards traceable to the National Institute of Standards and Technology. 2. The sponsor shall be satisfied that there is a stock of spare arts suffi c�ent to make possible prompt restoration of facility services . H EMERGENCIES. l . Militarv. In a case of a national defense alert. the facility shall be shutdown in the shortest possible time after the alert is received from the next higher air traffic facility and shall remain off the air unt� ' official notice is received that the alert is over. 2 Aircraft Accident. Part III of this manual provides guidance in case of an aircraft accident. Aircraft operations can be adversely impacted by faulty communication or meteorological equipment . I Ad,iustment of Eauipment throuqh Remote Maintenance Monitorinq (RMM) . Any non-Federal facility having RMM adjustment or evaluation capability shall have the ability to use this feature after evaluation of the feature and approval by the FAA. l . A FAA 6030-1 record will be kept of any RMM use. A copy of this record shall be sent to the FAA at least quarterly. The original copy and any computer printouts will be maintained a minimum of 3 years before being discarded. 2. RMM 6030-1 log entries may be made by a second party from information telephoned from the originating non-Federal technician. Use the date/time and information supplied by the originating technician and put that person 's initials in the entry initials block . The person making the entry should put the actual date/time and their initials in the right margin adjacent to the originating technician 's initials . 7 PART II MAINTENANCE REQUIREMENTS A Ger�era 1 . 1 . The facilitv shall be maintained in accordance with FAA Order 6700.20A. manufacturer's instruction books , applicable FAA maintenance technical handbooks , and/or sponsor-provided/FAA- approved requirements . Minimum FCC and FAA standards and tolerances will be used as listed in Appendix 1 and 3 of this manual . If they do not exist , or tighter tolerances are stated by the manufacturer, then the manufacturer's handbook and/or sponsor's maintenance procedures will be used. If FAA owns identical equipment , the "Operating tolerances" found in the specific FAA maintenance handbook for that equipment shall be identified and adhered to. The sponsor agrees to provide the FAA with 90 days advance notice of the intent to withdraw the facility from service. NOTE: The maintenance tasks . schedules and requirements contained in Attachment 3 of this Manual should be considered the minimum levels of equipment performance and maintenance accomplishment required by the FAA at the time of issuance of this OMM. Future tightening of specific operat�ng tolerance by ICAO. FCC or FAA will require adherence to the new requirements . ? The FAA shall be responsible for providirg appropriate FAA forms and publications required by this O�J�M for maintenance of the facility. These forms will be made available by the FAA Office having inspection responsibility at no charge. 3 If a verified maintenance technician is not assigned or if the maintenance schedules as set forth in this manual or other FAA approved non-Federal ATCT maintenance procedures are not adhered to, the equipment shall be removed from service unless the sponsor or his/her designated representative has coordinated the exact circumstances with the FAA. 4 Initial Commissioninq Data (facility performance and adjustment data forms , called Record of Meter Readings and Adjustments , FAA Form 6030-17> as modified by the sponsor and approved by the FAA, shall be completed by the owner or the o��mer's representative at the time of the facility commissioning . One copy must be kept in the permanent records of the facility and one copy must be sent to the appropriate FAA Office. The sponsor or the sponsor's representative must revise the data after any major repair, modernization, or changes , to reflect an accurate record of facility operation and configuration . In the event the data is revised, the owner or the owner � s representative, must notify the appropriate FAA Office and for�,,�ard copies of the revisions to them. 8 5. Facility ��aintenance Loq FAA Form 6030- 1 . a . 1he 6030-1 loq . called Facility Maintenance L.oq . is a permanent record of all of the activities r�quired to maintain the facility. Log entries shall be clear , complete, concise, and recorded in Universal Time Code (UTC) . The entries must include all malfunctions encountered in maintaining the facility, including information on the kind of work and adjustments made, equipment failures , causes (if determined) , and corrective action taken. In addition , the entries must include statements describing periodic maintenance activities required to maintain the facility. facility verification statements . and NOTAM information. The original white oages of the maintenance logs shall be retained at the facility for a period of 3 years . They will be reviewed by the FAA during the annual inspection. A copy of the log pages shall be sent to the appropriate AF office for review after the end of the month in which it was prepared. b. Amonq the most im�ortant entries in the facilitv maintenance lo�c are those indicating the verification status of a system, subsystem, or equipment. For the purpose of 'this OMf�, the word "certificatior�" used in FAA directives sha� l be synonymous with "verification" . Verification sta�ements shall be entered in the facility n�aintenance log (FAA Form 6030-1) in accordance with appropriate FAA directives and orders . A verification statement shall be made before returning a verifiable system, subsystem, or equipment to service after the system has been out of service due to hardware or software failure and �,�henever work has been performed that may have affected verification parameters . 6. Technical Performance Record. FAA Form 6000 Series (called Technical Performance Parameters Record) contains a record of system parameters recorded during each scheduled visit to the facility. The sponsor or the sponsor's representative shall keep the original page of the technical performance record at the facility and send a copy to the appropriate FAA Office for review annually. Copies of Technical Performance Records (TPRs) may be provided to the FAA inspector during the periodic inspection in lieu of mailing copies in. 6000 series forms will be provided to the sponsor. 7 Chanqes to the requirements of this manual , improvements . or equipment modifications shall be funded and incorporated by the sponsor. �n addendum to the 0�°1M, approved by the F��,A. shall be completed i f necessar}�. 9 8. The sponsor shall advise the FAA about any proposed mod� fications to the facility and shall not permit any modifications to be performed that change any equipment � s FCC type acceptance or FAA verification requirements without specific FAA approval . 9. The tYpe of equi�ment which requires verification will not be replaced or relocated after commissioning w�thout prior FAA coordination. No construction is to be planned in the vicinity that may alter or affect the facility operation without first coordinating with the FAA. Status monitor receivers shall not be removed or relocated without FAA approval . B PHYSICAL SECURITY The facility equipment shall be located in a secure area accessible to only authorized personnel . The equipment shall be secured within this area and kept locked at all times . Protection shall be provided to ensure that unauthorized personnel do not have access to the equipment . Appropriate warning signs identifying the facility as a critical a� r traffic control facility shall be posted as needed. C . FLIGHT INSPECTIONS. Flight inspections will be performed as stipulated in FAA Handbook OA P 8200. 1 . United States Standard Fli9ht Inspection Manual . The sponsor shall provide ground-to-air communications on the assigned frequency for flight inspection when r�equired. The currently assigned frequencies are 135.85 and 135.95 MHz . The maintenance technician shall participate in this inspection if required by the F,AA. Those activities requiring flight inspection are outlined in the FP�A maintenance technical handbooks and orders . There is no present routine flight inspection requirement for an ATCT. D GROUND INSPECTIONS. 1 FAA qround inspections will be performed in accordance with the sponsor/FAA-approved inspection procedure and accomplished on a periodic basis not to exceed twelve month intervals . The FAA reserves the right to schedule additional inspections as required. Prior notification of a ground inspection will be given to the facility sponsor, or to the sponsor's technician if requested. Failure to meet the technical standards of the equipment ��fill require corrective action. The sponsor' s technician with FAf1 ATCT verification authority will be required to accomplish the annual FAA inspection with the FAA inspector observing and assisting the technician only if specifically asked. 2. The FAA mav conduct a follow-uo inspection when a facility may have been a factor in an aircraft accident/incident (see Part III ) F . SAFETY. Occupational Safety and Health Administration requirements should be followed to ensure personnel safety. If applicable . vegetation shall be controlled to allow access to the facility . 10 PART- I I I AIRCRAFT ACCIDENT PROCEDURES A Aircraft Accident Procedures are given in FAA Order 8020. 11 . Use 8020. 11 as your guide. B In case of an aircraft accident that may have involved some services provided by the ATCT, several things should be considered: l Consider what communication or meteorological equipment may have had an impact on the aircraft 's operation. 2 Without touching any equipment make an operational check of those systems . from the operator's console, and make a record of the results of these checks . 3 Consider if additional checks are needed and if yes . have two technicians , or one technician and another observer, check all key performance parameters of the systems that may have been involved and record the results . The FAA strongly recommends these checks if fatalities have occurred, commercial airlines are involved, large numbers of injuries have occurred. UIP's were involved, or if IFR approaches were being flown. 4 Sponsors should notify the FAA of aircraft accidents as soon as possible and feel fre� Lo call the FAA to ask questions or for assistance at any time. BACKGROUND. This Advisory Circular informs the aviation comr:unity that air traffic control towers use light gun signals to control ground vehicles, personnel , and equip�;ent operators that are not radio equipped. These signals are basically the same �s those used to control aircraft on the ground. 5. APPLICABILITY. A11 personnel operating on airport movement areas must understand the meanings of light gun signals used by air traffic control towers. Airport managers/operators should establish safe operating practices for movement areas to include specific instructions on when and where to look for light sun signals fro� the tower. It is strongly recommended that a11 ground equipment and vehicles be placarded with a description of the signals and meanings. Additionally, personnel and ground equipment/vehicle operators must use extreme caution and vigilance so that light signals , intended for aircraft, are not nistakenly perceived to be for personnel/ground equipment/vehicles.
