FOR EMERGENCY SHELTER GRANT FUNDS FROM THE MISSOURI DEPARTMENT OF SOCIAL SERVICES - DIVISION OF FAMILY SERVICES BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU, MISSOURI, AS FOLLOWS: ARTICLE 1. The City Manager, for and on behalf of the City of Cape Girardeau, Missouri, is hereby authorized to execute an Agreement with the Safe House for Women, Inc. for Emergency Shelter Grant Funds from the Missouri Department of Social Services - Division of Family Services. It should be noted that ESGP funds may not be obligated or expended for activities or projects that have not b�en cleared from environmental conditions. Local governments are to assume the environmental responsibilities specified in section 104 (g) ( 1 ) of the Housing and Community Development Act of 1974 _ The state will be responsible for providing a release of funds in accordance with the requirements of 24 CFR Part 58 _ To assist in requesting the fuizds awarded by the state for the ESGP, we have also enclosed a copy of the State Form MO 886-2260 (Rev_ 6/96) , "Recipient Request for Reimbursement and Financial Status Repor� . " Instructions are on the reverce side of the form_ The contractor may upon written request to the Division, receive a working advance of funds in an amount equal to either 30 days cash need or $5, 000, which�ver acnount is greater. If thi_s requesi, is made, provide the Division t•rith a letter describing the basis for the request and the amount needed in each of the five categories: ESGP Adlziinistration, Rehabilitation, Operations, Essential Support Services and Prevention Services _ The letter -2- should be signed by the authorized official of county or city. A completed "Recipient Request for Reimbursement and Financial Status Report" form should accompany the letter requesting advance. The term "federal funds" should be considered by the contractor as meaning both state and federal funds as this form will be used for both reporting to the federal government and for reimbursement purposes for the contractor. The total amount awarded for your contract is $13, 000. This amount is based upon the budget you submitted for consideration.
