The City Manager, for and on behalf of the City of Cape Girardeau, Missouri, is hereby authorized to execute Supplement No. 4 to an Interim Liability Agreement dated December 20, 1995, (Contract No. DTFA09-96-A-10204) with the Federal Aviation Administration for the Cape Girardeau Regional Airport Traffic Control Tower. Terms of the Agreement shall not extend beyond September 30 , 1996, unless amended by Supplemental Agreement hereto. All other terms and conditions of Contract No. DTFA09-96-A-10204 shall remain the same. Supplement No. 4 shall become effective Auqust 1 , 1996. Unfortunately, we cannot complete the transfer w-ithin your requested timeframe. A transition period will be required to complete the final transfer of this facility prior to April 1, 1996. During this interim period we will continue to provid,e maintenance on the ATCT electronic equipment until April 1, 1996. This will allow adequate time to complete the transfer of property and maintenance responsibilities. On December 20, we sent a facsimile copy (neh-t-day delivered the origina])Letter of Agreement for liability at the ATCT during the interim period until the transfer of property can be compJeted. Our letter also asked that you provide a copy of your Certificate of Insurance as proof of your acceptance of liability. Several proti�isions v��ill need to be addressed for the transfer to take effect on the April 1 deadline. In order io operate a nan-federal public use ATCT, the City of Cape Girardeau �uill be required to provide its own maintenance of the facility after April 1, 1996. Three copies of the Central Region approved F�/Sponsor ATCT Memorandum of Understanding (I�10L7 and Operations and Maintenance Manual (ONA'n are enclosed for the review and acceptance by the city. The ?�70U/Or�1 contains the minimum requirements for non-federal ATCT equipment, m,aintenance procedures, and intervals. It also explains the requirements that must be met by the sponsor's EJectronic�laintenance Technician. The majority of the ATCT :�10U/0'�'L�1 is Qener,c in nature, with Appendix 2 containing site specific information. This appendix ��ill be filled out ��ith the help of the sponsor's assigned Electronic�laintenance Technician to reflect actual installed faciliry equipment, and then later inserted into the approved F�-1lSponsor '�10U/O?�'L�4 prior to facility • 2 transfer.
