Cape Girardeau Regional Airport Advisory Board Meeting - Minutes
February 14, 2022
The Cape Girardeau Regional Airport Advisory Board held their regular meeting on February 14, 2022 at
11:35 am at The Pilot House Restaurant.

Call to Order/Approval of Minutes - Ms. Cleair called the meeting to order at 11:35 am. Ms. Noto
motioned and Mr. Wasson seconded a motion to approve the January 2023 minutes. All were in favor
and the motion passed with a unanimous vote.

Old Business -
A. Airport Activity Report — Ms. Amos presented January Airport Usage Reports. Monthly
enplanements have decreased slightly at 26%; the weather has played a factor in that
number along with the fact Contour is a new service. CGI has seen an uptick in traffic in
recent weeks.
B. Airline Update — Ms. Amos reported to the Board, Contour has been selected by several
other airports in the region to provide service. This expansion of service could bring new
destination opportunities for CGI, such as flights to ORD. Ms. Amos is positive the airline
service is trending the right direction. Ms. Amos reported the FAA would award CGI
$1,000,000.00 in funding for the 2022 year. More discussion on this topic.
Cape Aviation Report — Ms. Amos introduced Dustin Johnson, new flight line supervisor.
Ms. Amos informed the Board that Jet A Fuel sales are down, mainly due to the fact
SkyWest is no longer purchasing fuel from CGI, this should not be a concern as CGI does
have a fuel on demand fee agreement with Contour that is captured each month to off-
set the lack of Jet A fuel sales, Also US Aviation has increased their fuel sales.
Mr. Johnson discussed that self -serve fuel sales are up 50% and Low Lead fuel sales are
about the same as YTD 2022 sales. Military sales are up by near 500% compared to the
same month last year. Mr. Johnson is working closely with staff to teach them to
introduce incentives to clients when selling fuel.
Ms. Amos also informed the board, the new door keypad access have been installed in
the FBO and the Commander Hangar for ease of tenants and general aviation clients to
have access into the building after hours. This will enhance the safety of the airport as a
whole. Additionally CGI is working on extra security cameras in those areas for added
overall security.
A. Airport Projects Update —
New Terminal Building — Ms. Amos informed the Board the recommendation
selecting KCI Construction contract has been approved in the first reading by City
Council, the second and third readings will take place on February 20. Ms. Amos
does not anticipate any issues. At this time, they are working on some of the high-
level design elements, as well as coordination and compliance with TSA and FAA
regulations. Ms. Amos noted negotiations are in progress with Burns and
McDonnell for the construction phase professional services.
In addition to the above, CGI is required to remove the RCO Tower (remote
communications tower), located in the vicinity of the new terminal site per
discussions with the FAA. CGI will utilize a backup tower while the move is
completed. Ms. Amos reports there is a reimbursable agreement in the amount of
$79,000 with the FAA, necessary for the FAA to complete their portion of the
relocation work. Upon completion, any unused funds will be reimbursed to the City.
Taxiway Bravo — Ms. Amos reports the taxiway remains closed as Emery Sapp waits
on 4 to 5 days of good weather to finish grading, airfield markings, and sod work on
the taxiway. With an abundance of caution, the FAA and Ms. Amos agreed to wait
on opening the area.
III. New Business
A. 2022 Progress/2023 Goals — Ms. Amos, shared a presentation of the 2022 progress as well as
CGI's goals for 2023, Ms. Amos asked for any feedback from the Board Members pertaining to
progress and goals.
B. ATC New Hire — Ms. Amos informed the Board, CGI has hired a fourth Air Traffic Control
member, and he will start March 6, 2023.
Non -Agenda: Board Member Jeff Brune's term will end in April 2023; Ms. Amos has asked Mr.
Brune to stay on as a liaison to help with the Terminal Charrette process, Mr. Brune has
contributed to the Terminal Project since inception.
VI. Adjournment — There being no other business, Mr. Mehner moved to adjourn the meeting, Mr.
Mr. Brune second the motion. All were in favor. The meeting adjourned at 12:29pm.
