RESOLUTION NO.
A RESOLUTION IN SUPPORT OF MAINTAINING THE
CURRENT POSTAL PROCESSING AND DISTRIBUTION
FACILITY IN THE CITY OF CAPE GIRARDEAU,
MISSOURI
WHEREAS, the United States Postal Service has announced
plans to consolidate the mail processing operations in Cape
Girardeau, Missouri, with those in Saint Louis, Missouri; and
WHEREAS, in order to accomplish that consolidation, the
U.S. Postal Service is planning to close the postal processing
and distribution facility in the City of Cape Girardeau,
Missouri; and
WHEREAS, the announced purpose of the proposed closing of
the Cape Girardeau facility is to obtain substantial cost
savings needed because the U.S. Postal Service is struggling
financially; and
WHEREAS, the savings anticipated from the consolidation
comes from a reduction of 100 full-time regular employees from
the Cape Girardeau facility. That reduction will result in a
substantial negative impact on the local economy of the City of
Cape Girardeau, Missouri, and the surrounding areas; and
WHEREAS, in order to compensate for the additional work
load transferred from the Cape Girardeau facility, the plan is
to add 23 new employees at the Saint Louis facility. However
that number is clearly inadequate. The necessary increase in
productivity required from those Saint Louis employees indicates
that the proposed cost savings are only an illusion; and
WHEREAS, the proposed plan will result in a substantial
cost increase to transport the mail in Cape Girardeau to the
facility in Saint Louis, and back. It will also result in a
lower standard of service for most of the areas in this region;
and
WHEREAS, a copy of a letter dated September 12, 2013, to
the Honorable US Representative Jason Smith setting forth this
information in more detail, along with additional supporting
documentation, is attached hereto and incorporated herein by
reference; and
WHEREAS, this body is in full agreement with the positions
set forth in the attached documents.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF CAPE GIRARDEAU, MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Council of the City of Cape Girardeau,
Missouri fully supports the information set forth in the
September 12, 2013, letter to the Honorable U.S. Representative
Jason Smith, and the other supporting documentation.
ARTICLE 2. The City Council of the City of Cape Girardeau,
Missouri, hereby announces its support for the United States
Postal Service maintaining the current postal processing and
distribution facility in the City of Cape Girardeau, Missouri,
and hereby urges the U.S. Postal Service to withdraw its plan to
close the Cape Girardeau facility.
ARTICLE 3. The City Council of the City of Cape Girardeau,
Missouri, states through this Resolution, the firm belief that
following the recommendations in this Resolution would both
protect the economy of this region and prevent further harm to
the financial condition of the U.S. Postal Service.

Hi Gayle,
My name is Tim Stone. Dr. Wayne Bowen recommended that I contact you for information about the City
Council meeting that is scheduled for Monday Sept. 9th.
I will be attending the meeting to request support from the City Council to keep Southeast Missouri Mail and
Jobs in Cape Girardeau. The support requested will be a Resolution of Support to keep mail processing
operations at the Cape Girardeau Facility located on Kell Farm Drive.
I will be contacting your office by phone on Monday morning to ask for any information or advice that I will
need to properly complete this request.

I'd support a letter from the council, and have conveyed this to the City Manager.
You might consider appearing at either the study session or regular council meeting. Gayle Conrad could provide you
with advice on your options for this.

You are correct about the article in the Southeast Missourian and the lack of clear thinking. As I have
tried pointing out to Representative Smith, the level of service to all of Southeast Missouri is being reduced.
The level of service in St. Louis and other big cities, where the mail processing is being moved to, is not being
reduced. Rural America will receive a lower standard of service due to the consolidation of mail processing
operations.
The primary point I have tried making to Congress is that its not possible for the USPS to save any money by
shipping all the mail from Southeast Missouri to St. Louis, process it, and then ship it back for delivery. When
the local mail goes to St. Louis, the local jobs go as well. This places a burden on local employees to retire,
transfer to St. Louis or Kansas City as many have already done or resign and find employment elsewhere.
Perhaps this is the savings they are looking for.
I understand the next City Council meeting is to be held on Sept. 9th and I hope for a discussion of this issue at
the meeting. Would it be possible to bring the issue up during the time scheduled for "Other Business". A
formal statement from the City Council, against the consolidation, would be helpful in preventing this mistake.
