Section l. That Section 2 of Comriission For.n Ordinance I�o. 506,
passed and approved on the 25tYi day of �pril, 19z9, shall be and
the same is :�ereby amended to ci�ange the boundaries of the present
"�i" One-Family and "B" Two-Family Districts , to include the land
described below in the "I" Li;ht Industrial District , to-wit ;
a. All that part of ?31ock 9, in conn�ction with
Second V�est End rlace Addition, lyirig north of a line
drav,m parallel to and 235 feet north �f the north line
of vuilliai� Street , extended ti�eest of Louisiana Avenue ,

Section �. The City Council hereby finds anci declares that the
propert�� in the precedirig Secticns described is at present �ar-
tially devoted t o the uses authorized in tY�e Cot�i.nercial and Li�r�t
Inctustrial llistricts, respectively, and tne Council furtiler fin.c�s
that the chan�es authorized by these ameridrnents are reasonable
and in reasona-�le conforr�it5- �ith the existin�r use anc� the v��.lue
of surroundin� propex�ty.
Section b. The Council iurther fir�c,s that public no�ice has been
��iven of tne chang:s and amend�r�er�ts contained in this Or�ir�ance
for fifteen (15 ) days in the "Southeast T4iissourian11 , a newspaper
of general circulation published in the Cit�- of Cape Girardeau,
iv�i�souri, and that a r.ublic ".earing has been held thereon, and
that no protests signed and acknov:ledged by tlie ovv-r.ers of ten per
cent or more in either of the ar�eas ot tr,e land included in such
proposed c'r_�ar_ges, o�� �rithin ar. ar.ea determined �y lines drawn

parallel to and 1�5 feet distant from the boundaries of such lands,
has oeen presented, and that the City Council 'nas subniitted such
proposed cYlan�es to the rernair�ing mer,�pers of the Cit;� �lannir.g
Com�,�ission for its r�comrnendation and report , ar�d th�t i� has
thereby ac_;uired authorit�r and jurisdiction to enact the amend-
