That the City Council of the City o�' Cape Girardeau, `4issouri, has by resolution in writing, duly adopted at a mseting of the said CounciZ held on the 26th 3ay of April , Z�48� found and declared it to be necessary to improve that part of Good Hope Street from the center line of Louis Street to a point 28 feet east of the west line of Iviinnesota t�venue, by grading to the established grade, to a point 5 feet back of the proposed curb lines, or as otherwise shown on the plans for the improvement, constructing a Portland Cement Concrete Pavement, 6 iriches thick, and 30 feet wide between:�the bacits of curbs except at the intersect- ions of Louis S.treet and I�linnesota Avenue where the pavement shall be carried out to the property lines of Good Hope Street together wi.th in�egral curbs along the sides thereof, and the necessar�rt��li�a��i�s�snce o��'se,i�daimprovemen��oa�be appro�timately 394 fe�t, and along which property subject to ass�ssment for said improvement total� agproximately 6k0 feet. Said resolutior. further provided that said work of improvement should be done by contract let in the uaual and ordinary way as provided by law and ordinance and further provided that special ta�c bills should be issued in payment of the cast of said improvement based on an assessment against the progerty fronting or abutting on said portion of said street so improved, as grovided by law a.nd by Co��aissior.
