Said resolution further provided that eaid work o� imp: ovement sho�ld be done by contract let in the usual and ordinary way as provided by law and ordinance and further oro�.�zded tr.at special tax bills should be issued in payment of the coat of sai�' impro�ement based on an asseasment against the property fronting or abutt�ng on said portion of said street so improved, as provided by law and by Commission Form Ordinance rio. 328, pas:�ed and approved on the $th day of :�ay, 192�, and according to the plans, specifications and estimate of cost theref or made and filed with the ritv Clerk and adopted by tha Council, and in accordance with this ordinance. Provided, however, that �9,Q00.00 of the cost of the improve�ent shall be paid by a contribution from the Cape Gir�rdeau Special Road District. SECTION 2. The Council finds and declares that said resolution has been published ir the Sou'heast ?��issourian, a daily newspaper printed and published in the City of �ape �irardeau, '!�issouri, and doing the City printing, for seven consecutive issues, and that more than ten days have elapaed since the last publication thereof in said paper, and that a majority of ths reaident owners of lands liable for the cost of said improvement at the date of pasGage of said resolution and who aleo own a majority of the front fest fronting and abutting on said i�provement� did not within ten days after said last date o° publication of said resolution, file with the City Clerk their protest against the impro�re:nent as required by law and the ordinances of the City. The Council being of �'-e opinion that the necessity stil� exists for the improvement of said Bloomfield �treet as prop sed in said resolution, hereby reaffirma its previous action in declaring said impravement necessary.
