concrete �aver�ent on Bloomfield Street to the r�orth line of Cousin
Street v�as ordered repaired and resurfaced by re�haping and �radin�
the exiating gravel base thereon and instGllin� on the base so �haped
and re�aired, an aspY�alta.c concrete pavement twenty feet in xidth
and not less tban one and one-half inches in thickness ; and
d+Hy'REAa, said work has been done by the Street Department of
the City of Cape Girardeau, �is�ouri under the direction and
sup�rvision of the City En�ineer ; and
'iHER�AS, John R. �lalthery,. City yn�ineer, has reretofore filed
his report �howing the total cost of repairin� and re�urfacin�� said
portion of said street to be ��335.88 , the total nu�ber of linear
feet fronti:�� and abutting thereon to be 559.8 feet, and the cost
per fr�nt foot to be sixty cents, and showing the proportionate
share of such total cost chargeable again�t eacr lot, tract and
parcel of land fronting �nd abutting on said portion of said street ;

found to be in proper form and the �ouncil finds th�:t the total
co5t of said repairin� and resurfacing doF� not e.�cceed sixty cents
per front foot on all of the property frontin� and abuttin.� on said

SECTION � . That the Council finds said report to be correct
and further finds that the total costs to the abutting property
ovcners of the repairing and resurfaci�g of said aortion of said
Louisian�. Street does not excee� sixty cents per front foot on the
property fronting and abuttin� on said portion of said street.
SECTION 3. A special tax is hereby levied and asses�ed a�ain�t
all of the property frontin� and a�autting on said �orti�n of said
street in a sw7 equal to sixty cents per front foot , the names of
the ow�er�, the description of the properties, the nur�ber of front
feet thereof and the amount of special tax levied agminst each parti-
cul�r lot, tract and parcel o� land `ronting and abutting on said
portion of said street being as follo�v�:

�E�TION 4 . SpeciaZ tax bills in the amounts set forth in the
preceding section shall be is�ued by the City Clerk aeainst said lots,
tract� and pGrcels �f land res�ectively, w;hich s� id special tax bills
snall bear interest at the rate of 8� per annun from their date and
sY.�ll constitute a first lien upon the pro�ert;� thexein de�cribed,
and shall continue in force for a period of five years after their
date unless sooner �aid, �nd in the event suit is brought within such
time to enforce such lien, then said tax bills shall continue in
force until the expiration of such litigation. aaid special tax
bi�ls srall be issued in lavor of the City of Cape Girardeau, �iissouri,
and may be assi�ned by said city� �re city or the �avner or holder by
assi�na�ent of such special tax bills may enforce the collEction tY:ere-

aECTION 5 . Said special tax bills shall be sold at not less
than t�eir faee volue and the City Clerk is hereby authorized and
direc� ed to endorse and deliver said tax bills or any af them, to
any �erson,�ersons or cor�oration v�ho v�ill purchase the same for
