AN ORDIN�1'CE FOR SAFEGUARDING ZIFE AND PR�P�TY BY
REGULATTNG AND PROVIDIIVG FQR THE INSPECTION OF TH�
INSTAI,LATION AND MAINTENANCE IN BUILDINGS OF ELECTRIC
WIRING, ELECTRIC DEVICES AND ELECTRIC MATERIAL,
CREATING THE �FFICE QF ELECTRICAL IATSPECTOR, AND
FIXING A PENALTY FQR VI4LATI�N T�iEREQF
BE IT ORDAINED BY THE CITY COUNCTL 4F THE CITY OF CAPE GIRARDEAU,
MISSOURI AS FOLLOWS:
SECTION 1: Electrical Inspector.
That there be and hereby is created the offiee of Electricsal
Inspector oP the City of Cape Girardeau, Missouri.
The person chosen to fill the o�fioe of El.ectrical Tnspector shall
be a person of good moral character and shall be well versed in approv-
ed methods of electrical construction for safety to life, the ATational
Electrical Code , latest edition, as approved by the American Standards
�' Association, the National Electrical Safety Code, as approved by the
� American Standards Association, and other installations and safety rules
and standards approved by the American Standards Association. ,
SECTION 2: Appointment, Salary and Duties of Electrical Inspector.
Said Electrical Inspector shall be appointed by the Mayor, sub�ect
to the approval of the City Council, and shall serve at the pleasure o�'
the Mayor.
His salary sha11 be fized by the City Council by ordinance. It
shall be unlawful for the Electrical Inspector to engage in the business
of installation and the maintenance of electric wirin�, electric devices
and electric �aterial, either directly or indirectly, and he shall have
no financial interest in any concern enga�ed in such business in the
City of Cape Girardeau, Missouri at any time while holding office of
Electrical Inspector. •
All fees required by law to be charged and collected by the Elea-
trical Inspeetor and all moneys derived fram permits issued shall be
turned over to the City Clerk on the Pirst day of each month. At the
time o�' turning over such moneys to the Cit3� �lerk, the Electrieal
Inspector shall file therewith a report showing all work done, permits
issued, certificatea issued, examinations made, moneq oollected, Yrom
whom, for what, and when, and other o�'ficial work performed for which
a fee may have been collected.
�ECTION 3: Authority oP Electrical Inspector.
� The Electrical Inspeator shall have control of the construction,
� installation, ereetion, extension, alteration or change of any elee-
trical apparatus, ma.ehine , appliance, device, fixture, attachment , wire

or wiring on or within any buildin�s or structures and for special
li�hting for power or heat in connection therewith, designed to be
operated on, from, by or in connection with any electric light, heat
or power or other electrical plant , generating, delivering, con-
duc.ting or requiring, for its use or their operation, use or main-
tenanee, electrical current, energy or power at an electromotive or
potential of more than 12 volts.
SECTION 4; Right of Aecess to Buildings.
Said Electrical Inspec�or shal�. have the right, durin� reasonable
hours , to enter any buildin� in the discharge of his ofPicial duties,
or for the purpose of makin�. any inspection or test of the installa-
tion of electric wiring, electric devices and/or electrie material
contained therein, and shall have the authority to cause the turning
off of all electrical currents and cut or disconneet in cases of emer-
gency any wire where such electrical eurrents are dangerous to life
or property or may interfere with the work of the fire department.
SECTION 5: License Required to Install.
1. Annual I.ieense to Eleetricians Bond. That all companies, f irms,
corporations, and individuals (ezcept public telephone, tele�raph and
messenger call companiea operating under the regular franahise granted
by the City of Cape Girardeau) engaged in the business of running or in-
staZling electrieal wires or conductors inside of any buildin� within
the corporate limita of the City of Cape Girardeau (excep� central
stations, power-houses, sub-station5, or car-barnsj for the purpose of
transmitting electrieal currents Por electric light, heat or power,
�as light syatems, house annunciators, burglar alarms, el�ctric bells�
eleetric signal systems, private telephones, telegraph or messenger
eall syatems, lighting f iatures, or installing electrical apparatus of
any nature, kind or description, shall deposit with the City Clerk the
amount hereinafter stated as payment for the particular alass of li-
�ense required.
Provided, further, that before such lieense shall be issued in
case� where a bond is required, the said firm, corporation or individual
to whom the license may be issued, shall �ive bond to the City of Cape
Girardeau in the sum o� amount hereinafter provided and required for
said grade of license, conditioned that they will in good Paith perform
all things required of them under the provisions of this ordinance.
2. All licenses shall be for a term of one year from date of
issue and no license shall be issued for less than the price for one
year.
3. Bond shall be a surety bond or bond signed by two freeholders
of the City of Cape Girardeau, Missouri, and must be apg.roved by the
Mayor and C ity C ounc 31.
4. Grade "A" License. Electrical license known as *'Grade A" shall
grant the holder thereof the right and privilege to offer �or sale, to
contract for the installation of, or to himself install or sell, elec-
tric wires, or devices, for the transmission and use of electric ener�;y
for electric light , heat and power, or any electrical apparatus of
whatsoever nature. The annual �'ee for electric license Grade tta" shall
be for the sum of Twenty-f ive Dollars ( �25.00� and the bond for said
license shall be for the sum of One Thousand Dollars (�1,000.00) .

S.Grade �Bn Licen�e. The electrical license known as^l3rade B�
shall �rant the holder thereof the right and privilege to maintain
only while in operation, isolated plants and d�Jaemos of any capacity
and the plant of wiring, lamps and motors connected thereto, provided
the said ri�ht and privilege shall be confined to a sin�le building
or single plant definitely specified in such license as issued under
this class; provided the annual �ee for such license (Grade Bj shall
be Ten Dollars (�10.00) , and the bond for said license shall be the
sum of One Hundr�d Dollars (�100.00} .
SECTION 6: Permits.
1. No alterations or additions shall be made in the e�isting
wiring of any building, nor shall any building be wired for the
placin� of any eleetric lights, motors, heatin� devices, or any
apparatus requiring the use of electrical current, nor shall any al-
terations be made in the wiring in any building after insp�ction,
without first notifying the Electrical Znspector in writing or appli-
eation for permit blanks to be furnished by the City of Cape Girardeau,
Missouri, and securing a permit therefor, except minor repair work,
such as repairing Ylush and snap switches, replacing fuses, changing
lamp soekets and receptacles, taping bare 3oints and repairing drop
cords.
2. Applications for sueh permit, deseribing sueh work shall be
made by the person, firm or corporation installing same and permit
when issued shall be to such applicant.
SECTION 7: Inspection.
1. Upon the completion of the wiring of any building, it shall
be the duty oP the person, firm or eorporation installing the same to
notify the Electrieal Inspec�or, who ahall inspect the installation
within twenty-four (24} hours. If any part of said wirin� is to be
concealed from view before or upon completion, it shall be unlawf'ul
for any person to cover up or cause to be covered up any such wiring
until the Electrical Inspector has i.nspected and approved said wiring.
In case of violation of this provision by any person, the Eleetrical
Inspector shall hava the right and is hereby authorized to order the
removal of any such covering or lathing or floorin.� and ahall not be
required to replace or renew sam.e.
2. All neceasary cutouts, cutou� boxes or cabinets, fuses, switehes,
flush receptacles and other materials and devices shall be installed
and all outlets properly connected before any certificate of final in-
spection will be issued.
3. It shall be ur�awful to use or permit the use of, or to supply
eurrent for electric wiring for light , heat or power in any building
or structure in the City of Cape Girardeau, Missouri, until certificate
of final inspeetion has been issued bg the City Electrical Inspector.
4. The Eleetrical Inspector may, in his diseretion, give tempor-
ary permission �or a reasonable time, to supply current in part of an
eleatric installation before such installation has been fully completed.

SECTION 8: Re-inspection.
1. The Eleetrical Inspector shall make periodically a thorough
re-inspection oP the installation in buildings of all electric wiring,
electric devices and electric materials now installed or that may
hereafter be installed, within the City of Cape Girardeau, �i.ssovri ,
and when the installation of any such wiring, devices and/or material
is found to be in a dangerous or unsafe condition the person, firm or
eorporation owning , using, or operatin� the �ame shall be notified and
shall make the necessary repairs or changes required to place such
wiring, devices and m,aterial in a safe condition and have such work
atarted within four days, or any longer period specified by the Elec-
trical Inspector in said notice.
2. The Electrical Inspector is hereby empowered to disconnect or order
discontinuanee of electrical service to such wiring, devices and/or
material so found to be deYectively installed until the installation of
such wiring, device:� and material has been made safe to life and property
and to complp with the provisions of this ordinance.
3. Upon the removal or discontin�ing of any ele�tric service
supplying eurrent to existing electrie wiring for light , heat or power
in any building or strueture in the City of Cape Girardeau, �dissouri ,
it shall be unla�rPul to use or permit the use of or to supply current
for such electric wirin� until permission has been obtained from the
City Electrical Inspector.
SECTZON 9: Fee� for Permit.
1. For a permit to eover any and all maintenanee work done by an
elevtrician holding an electric license, knoti*n as Grade B in any single
buildin.g or sin�le plan� as definitely specified under the permit , an
annual Pee of Five Dollars (�5,�00} will be charged. A monthly inspection
shall be made of the said building or plant eovered by this permit.
The inspeetor making this inspection shall sign the original permit
after eQah inspection, providing the work is in accordance with the rules
as specified by this ordinance.
2. For inspecting apparatus for which no fee is herein rescribed,
the City Electrical Inspector shall charge one dollar (�1.00� for the
first hour, or part thereof, and geventy-Yive eents (95¢) for each addi-
tional hour , or part thereof, engaged in ma�cin� the inspection.
3. Al�. other fees for permits shall be as follows:
(�l} Fiztures, drops and screw base receptacle, fifty cents
(50¢� will be charged for th� first five or less. Ten aents (10¢} for
each additional fixture , drop or screw base receptacle.
(b) Motors and Generators:

Temporary wirin� fees shal.l be one-half of regular fees,
with no charge for figtures attached thereto, and no fee shall be more
than �10.0� or less than �1.00 for any one installation.
( � } For inspections after the Pirst inspection, that are made
necessary on account of defective installation work or material, the
minimum fee shall be �ifty cents (50¢) . If the dePective work requires
� the addition to , or addition oP, more than one circuit, or the rehanging,
or reconnectin�, of more than one device �or eleetrie lighting, heat or
�' power, then the regular Pee governing that class of work shall apply.

SECTIO� 10: Approved Materials.
No electrical materials, devices or appliances shall be used or
installed in the City of Cape Girardeau, �issouri , unless they are in
� conformity with the provisions of this ordinance, and unless they are
° in conformity with approved methods of construction as provided in
Section 11 oP this ordinance and for saPety �o life and property.
Conform.ity oP electrical materials, devices and appliances with
the standards oP Underwriterst Laboratories, Inc. shall be considered
as satisfaetory evidence that such materials, devices, and appliances
comply with the requirements oP this o�.nanee.
The Electrical Snspector may grant provisional approval of any
�lectrical materials, devices or appliances as in conformity with the
provisions of this ordina.nce under the conditivns noted below.
l. (a� Where no standard has been prepared by IInderwriters' Labor-
atories, Inc. to which the material devices or applianees should conform.
x (b) Where no other material, device or appliance of similar type
is available which is in conformity with the standards of Underr�riters�
I,aboratories, Inc .
(c} In emergency, tempc�ry approval may be given to materials,
devices or appliances which have not been passed on by Underwriters'
z Laboratories, Inc. , provided such materials, devices or apparatus have
been submitted to Underwriterst Laboratories, Inc. for test and approval.
Sueh temporary approval shall not be granted Por a longer period than
ninety (90} days.

(d) Provisional approval shall be granted only fbr such
materials, devices, or apparatus as in the opinion of the Electrical
Inspector are in eonf ormity with the provisioas of this ordinance.
(e) Provisional approval shall apply only to the particular
; samples so approved.
(P} New materials manufactured from time to time and approved �
by the National Board of Fire Underwriters may be made a part o� this
ordinance when and if approved by the City Electrical Inspector; such
approval must be made in writin� and attached to all copies of this
ordinance on Pile in the City Hall and written notice given to all
holders of Grade A. License.
�� (g) 01d or used materialg, devices, or appliances shall nc�t be
used in any work without approval obtained in advanee from the City
� Electrical Inspector.
2. (a} A.1.1 metal conduits, rigid or Pleaible , electrical m.etallic
tubing, outlet boaes, locknuts, bushings, threaded Yittings, connectors
and couplings shall be galvanized or sheradized.
(b} The use of type C flexible cord wi.11 not be permitted (only
by special permission of authority enforcing this code) .
�: (� } The use of non-metallic sheathed cables will not be permitted.
SECTION 11: Construction Requirements.
No eertificate of inspection shall be issued unless the electric
light , power and heating installations are in strict conf'ormity with the
provisions oP this ordinance, and unless they are in conformity with th�
approved methods of construction Por safety to life and property.
. £xaept as provided otherwise herein, the regulations as laid down
in the National Electrical Code, late�t editions, as approved by the
t:merican Standards Association, and in the National Electrical �afety
Code , latest edition, as approved by the American Standards Association,
and other installations a.nd safety regulations approved by the Am.eriean
Standards Association shall be prima facie evidence oP such approved
method s.
l. (a) Al1 wiring for electric light, heat or power inside �he fire '
limits and in all public building s, such as churehes, schools, theatres,
picture shows, skatin� ririks, halls for dances or public enter'tainments,
hotels, apartment buildings of more than two apartments, all combined
apartment and business buildings, hospitalg, asylums, gara�es housin�
more than two cars, stables, warehouses, stores, gasoline P3.11ing stations
and business buildings of all kinds, also in buildings of fire-proof
and mill construction and in basements and cellars of residene�s or
basements and cellars oY an3� other structure shall be enclosed in metal
conduit, rigid or fleaible or el.eetrical metallic tubing with metal
outlet boaes and fittings.
(b� Al1 buildin�s, two stories and over in height, of fire-proof
construction, must have inst�lbedinstalledato complyrwithethe requirements "
outlet for telephone and mus
of the local telephone company giving service.
2. Fleaible armored cables may be used only as specified herein.
(a) As flezible connection for rePlectors in show windows in
lengths not to exceed three feet.
(b) As fleaible connections to motors up to and including two
horse-power in length not to eaceed three feet.

�. (c) Map be used in building, or structures nat mentioned in
paragraph one oP this section and in basement� and cellara of residence$
or apartments of not .over two apartments. If so used must be bored in
�oists and must not be used for surface wirin� and must be conriected to
distribution cabinet.
(d) May be used in buildings requiring conduit, as coneealed
' extensions to circuita, such extensions to terminate in the room in
which they originate, in difficult locations, but only with the knowledge
and speeial permission of the Electrical Znspector.
3. (aj Knob and tube wiring will be permitted in all res�dences
or atructures, not m�ntioned in paragraph one of this section, except
such portions oP such residences or structures requiring conduit, as
provided in paragraph one of this section.
(b) On knob and tube wiring each and every outlet mu5t have ap-
proved metal. box and loom must be secured in sam.e with clamp. �
4. The use o�, non-metallic cable will not be permitted for p�rma.-
nent electrie wiring for light, heat or power, egcept as provided in
5ection 10 of this ordinance.
5. No surface wiring will be permitted in or on any building or
�` structt�re within the City of Cape Girardeau, AQissouri unless enclosed
in metal. Such metal enclosure to be of the type, according to location
�, as provided in this section.
6. Services.
(a) The point of service entrance shall be at least 12 feet
above the ground.
{b) Service entrances shall be so located that i� will not be
necessary to install more than one set of attachments on the building
bein� supplied to support service wires connecting such utilities
service mains with the buildings.
(c) Al1 services Por over 2 circuits for lights must be 3wire.
Not more than one service entra.nce connection for light and Por each
� elass of power shall be installed Por any single building. Where it
f is desired to arrange the electrieal wiring of any building so that
separate metering facilities are provided for various portions of same,
a proper space must be provided in such building to accommodate the
main service switch and all of the electric service utilities meterin�
equipment for the entire building and wiring performed accordingly.
(d} Al1 services regardless aP location must be enclosed in
rigid aonduit to the point of distribution.

`7. Utilities Meterin�.
(a} Weather-p�oof ineter backs, to be furnished by the
Utilities Company giving service , shall be used on all two or three
wire lighting, hsating or single phase power services using up to and
ineluding 14" conduit and shall be installed in service 7.ine ahead o�'
all main line switches.
(b} All servicea larger than those using up to and includin�
14" conduit as specified in 7-A oP this section, and all 3 phase
services, shall have metal box to enclose all meter terminals, trans-
Pormers, test switches and wires.
(c) I,oad side of ineters, as speciPied in 7-B of this section
shall go directly to point of distribution and shall not run back
�, �hrough main line switch.
(d) A11 service entrance switches shall be of the totally
enclosed externally operated type. �
(e) Each meter loop installed shall have a totally encl.osed
�aternally operated main line switch and if over one circuit must
have branch fuses.
8. Miscellaneous Requirements.
� (a) The use oP knoekout boxes in or on any gasoline pump will
not be permitted.
(b} All connections to or wiring in, any gasoline pump shall
be enclosed in rigid conduit and fittings must be of the threaded or
vapor proof compression type with vapor proof covers.
� (c) No open overhead wiring to ang gasoline pumps will be per-
mitted.
(d) Bell ringing transformers of 54 Watts capacity or less must
� be enclosed in approved metal boa.
(�) Transformers of larger capacity must be instal.led in approved
metal box or in approved manner as directed by the Llectrical Tnspector
and protected by propar size fuse accoyding to capaeity.
9. �liotor Protection.
(aj Approved motor starting switch must be installed on all
single and three phase motors from 2 to 15 horsepower and on all three
phaee motors over 15 horsepower there must be a starting compensator.
(b} There must be an externallp operated motor service switeh
ahead of all compensators and of al�l ma�netic and thermal motor start-
ing switches,
(c) 1�,ny switeh used as a motor st�rting switch must disconnect
all ungrounded leads to motor.
(d) The main line or meter switch, on power installations, shall
not be used as a ��bartin� or disconnecting mo�or switeh.
10. Wattage and Circuit Requirements.
(a) Store buildings, used Por the di�play and/or sale of iner-
chandise , minimum allowance of 2 watts per 9quare Poot of floor area
shall be provided, exclusive of show windovvs or display case lighting
but in no case will more than four ceiling outlets be allowed on �ny
one circuit . Reeeptacles or bracket openings, may be connected to
such circuits if not over 100 watt capacity and three (3) such outlets
shall count as one (1� ceilin� outlet.
The minimum allowance for show window lighting shall be 100 watts
per lineal foot of the window exposure measured horizontally along the
�ase of the �vindow. Window circuits shall be used for window display
only. Window cireuits, whether in use or �ot, shall be pulled to an
outlet boa directly abave the center of the windo�r and sha11 be of suffi- '
cient capacity to satisfy full watta�e of window space. Any alterations
or changes in window ligh�Ging shall come under this r�-ing.

tion buildings, School buildings, Lodging houses, Office buildings,
Theatres Hotels, Auditoriums and Club Rooms shall be one and one-
half (1Q� watt per square foot of floor area but not over 8 outlets
per circuit.
(c) The minimum allowance for factories, machine ahops, in-
dustrial plants, one (lj watt per square fQot of Ploor area, but not
� over ten outlets per circuit. �
(d) One-ha1P (1/2� watt per square �'oot in: Garages, Runways,
Hallways, Basements, Warehouses, Storage Rooms, Toilets, Closets, except
where off ices, display or work room� are provided in any part of build-
ings of this classification, in which case, the min.imum wattage re-
quirements pertaining to their class must be provided, but not over
ten outlets per circuit .
(e) Residenee and apartment house minimum. wattage requirements

(g) All outlets for receptaeles regardless of location shall
be wired for a minimum capacity of 100 watts. �
(h) Each receptacle in kitchens oP residences or apartment
houses shall be wired for a minimum capacity of 660 watts.
(i) Convenience outlets - approved receptacles for attachment
plugs - must be of the flush pin-protected type and shall be provided
in each of the finished rooms: (parlor, living room, dinin� room,
kitchen, bathroom, bedroom, laundry, den, etc.) of every residence and
apartment eonstructed after the date of adoption oP this ordinance.
(j} In no case shall there be more than ten (10) outlets on
an�r one c ircui t.
11. (a) Receptacles of approved type installed in beauty parlors
and hair dressing establishments must , each, be on a separate circuit
and must be single type .
(b} Wall switch must be provided for the control of lights in
a11 bathrooms, toilets and where excessive moisture prevails. Such
switches shall be protected by a non-conductive inaulating cover. '
12. (aj No lighting or light duty branch circuit shall be wired '
for more than 1320 watts.
(b) Feeders for lighting and light duty appliance, branch
circuits must not be computed at legs than 12 amperes at110 volts and
6 amperes at 220 volts.
13. In case of dispute as to technieal interpretation oP this
ordinance the Electrical Inspector shall decide as to the proper in-
terpretation.

SECTIOk� 13: Board of Arbitration.

l. There is hereby created a board oP arbitration to consist oP
three members to be chosen by the Mayor, who wil.l serve for a term of
two ysars, without pay.
2. To be eligible f'or appointment to this board the persons
�' C110SEII must be oP good moral character, must be well qualified with at
least four years experience in electrical construction work, one year
o�' which must have been in the City of Cape Girardeau, Missouri, imme-
diately prior to their a�pointment , and in addition be well versed in
approved methods of electrical congtruction for safet�t to life and
property, the National Electric Code , as approved by the .Am.erican Stan-
dards Association, and other installations and safety rules and standarda
approv�;d by the American Standards Association.
3. No member of the Board of Arbitration shall sit in a case in
which he is directly or indirectly interested, and in ease of disquali-
fication for such cause or in case oP his neeessary absence, the Mayor
shall make temporary appoiutment of a substitute. A11 vacancies
E� occurring on the Board of Arbitration for whatevez� cause shall be filled
by the Mayor.
4. Any member or members of the Board of Arbitration may be re-
moved by the Mayor for malfeasance in office, ineapacity or neglect of
duty.
5. Tt sha11 be the duty of the Board of Arbitration �to arbitrate
the interpretation of this ordinance. Upon �Ghe written complaint oP
any person who shall deem that he is a�grieved by any condemnation of
all, or any part, of any eleetricaZ installation, by the Electrica].
Inspector shall, if he desires arbitration, within four days after
such condemnation, notify the Board of Arbitration, in writing, of such
grievance . Upon receipt of such �rievance, it shall be the duty of
�; the Board of Arbitration to at once proceed to determine whether said
�,; electrical installation complies with this ordinance and within three
days make a decision in accordance with its findings. Such decision
shall be final an.d binding.
SECTIC`N 14: Penalty.
Any person, �'irm or corporation who shall fail to comply with
any of the provisions hereof, shall upon conviction thereof, be punish-
ed by a fine of not less than five dollars nor more than one hundred
dollars, together with the costs of prosecution, and in default of pa�-
ment thereof, by imprisonment in the City Sai1 for not less than ten
nor more than thirty days.
SECTION 15: Repeal of Conflicting Qrdinances.
All ordinances or parts of ordinances conflicting herewith are
hereby repealed.

lessen the responsibility or liabilty of any party owning, operating
controlling or installing any electric wirin�, eleetric devices and/
or electr3.c material for damages to person or property caused by any
defeet therein nor shall the City be held as assuming any such liability
by reason of the inspection authorized here�n, or certificate oY' in-
speetion issued as herein provided.
SECTION 17:
This ordinance shall be in force and effect t'rom anc3 after its
passage, an emergency existing within the meaning of the laws govern-
ing cities of the third cla�s, this ordinance being neeessary for the
