SECTIUN ONE. The Council hereby deems and decl�res that public '�

_ necessity requires that Commission Form �rdinance l�umber 700 .�
passed and approved on the 2nd, day of �uly 1935, be construed �
j by the Council in order th��.t the intention of the Council in '

ordaining said �rdinance be clarified. �
SECTIQN TWO. The Council therefore de�lares that each and every

restriction or provision of said Ordinance Number 700 �rhich, ;
�
j as said Ordinance is now �vritten require applicants for license
,
to be citizens, r,$sidents, voters, or tax-payers of the �%ity of
<
Cape Girardeau �dissouri, in order to obtain their respecti�¢e
- licenses, shall apply only to persons, firms and/or corporations '
�
applying for license to engage in the RETAIL sale of' liquor or
� beverage, and that such restriction or provisions shall not apply
to persons, firms, and/or cor�orations applying for license to
engage in the B�ANUFACTURE or VyHOLESALE sale of liquor or beverage `

as therein req�:ired. �
SECTION THRraE. This ordinance s _all be in force and effect from
and after the expiration of ten days after the clate of final
passage or adoption thereof.
