WHEREAS, the city of Cape �ir�rdeau has caused to be prepared a �reliminary sur-
vey and estimate shov�ing cost oi const-ruc�icn u.nd prob��.ble earnings of a municipal e-
lectr.ic plant to supply the city of C�.pe Girardeau :.n.d the inhabit�.nts thereof tvith
electrical energy, �:.nc:i,
'�` dm�IERE�S, the date of December 1, 1933, h�s been fix_ec by the State �visoryr Board �
of thP ��'eder`�:.1 Lmergency Admiriistration of i'ublic tiF�orks �.s the last a�.y for filing ap-
plicati�ns for loans and grants of Federal aid on such nrajects, and,
VrHEREAS� the Council vrishes the application af the city of �ape Girardeau for this
assistance to be made before the expiration of such time in order tha.t the city and its
inhabitants could receive the benefit of such assistance should they see fit to oraer
ana authorize the construction of such pls.nt i.n the future,

SECTION I. The City Catu�.� is hereby instructed to prepare an.d file, without delay,
an application of the city of Cape Girardeau, TVlissouri for Federal grant and locn v�ith
the State tidvisory Loard af the Feaeral ESnergency �'�clministration of Public V`Jorks to ai�
the city in the construction of a municipal electric plant in accordance �rith the pre-
liminary survey therefor prepared by Burns & P�IcDonnell �ngineering Company of Kans�.s
Ci�y and on f'ile in the office af the City Clerk, in order that such assista.nce may be
available to the city a.nd. its inhaaita.n.ts in the event that trley shoulci authorize 17y
ordinance �:.nc� by �opular vote the construction of such plU.nt.
S�CTION II. The Council finds an� aeclares that since the limit for filing such ap-
olications has been fixed at Decemberlst, �d since the preaar�.�tion of such ap�lic��tion
necess-wrily� involves a consic�erable a.mount of effort ana consumes many days of time, �.nd
�` since such ���o�licatiion, if alloV:-e�, 4-:ili entitle the city �:nd_ i�s ir�l��:bit.�nts t� a �rant
� of over �150,OC�tosvard the construction of such plsnt, when anci if constructea a.nd. ti�rill
further insure the fact thGt alI labor employed upon such construction PT017.�_C� �E �:�e
high sta.ndard of �;�.ge provicied by the rules and conditions laicl down by the Government
� '�;ed States in e�ending to t he people this opportunity, �na for the reason
of the tTni
trat the loan rea,uestea to pay the remaining cost of such construction �roulcl sa.ve rnuch
money in the interest rates on the bonds reryuired to cover such cost, tl7at therefore in
coizsider•ation of these things an emergency exists yrherein the �ublic interests of the
people of Ca�e Girardeau are involved, a,na the .�ublic he�.lth and safety likewise, a.nd
that the passage of this arainance is for these re�.sons by the Council aeemed expedient
ana urgent, �U.nd the Council therefore oraers that this Ordinance sha11 take effect and
be inforce from and after its date of' passage.
