'7�iERLAS, The City af Cape Girardeau, by its council� on the lOth day of
Ju1.y, 1922, adopted a Re�olutio�z declaring it neceesary to improve tne alley
between Sprigg and Ellis Streets , frorn Bellevue Street to North Street, as
set out in the title hereof, and,
WHEREAS, By virtue of the authority of Co�mission Form Ordinance �?o. 154
passed and approved on the 31st day of July, 1922, the Council declared said
ir�provement to �be necessary and directed the City Clerk to advertise for bida
for said work, and,
V�HERFAS, Anton H. Haas was awarded the contract to improve the alley be-
tween Spri�g and Ellis Streets � fro� Bellevue Street to Noxth Street, by
establishing a grade for same, and by grading to the established grade and pav-
ing with concrete � accordin� to t�ze plans and specifications of t3ze City Eng-
ineer, and for the price and eu.m set forth in his proposal and contract to
accspt inpayment therefor, Special Tax Bills t� be issued by the City of Cape
Girardeau, in his favor as Contractor as provided for by Commiasion Form
�rdinance �o . 50 � and Co�,vnission Form 4r�inance No. 154� and�
Z�PffiiEREAS, Anton H. Haas entered into contr�.ct and bond for the faithful
performance of his contract for tne improvement of said a11ey ag provided in
said Resolution and Comraission Form Ordi�ance .�o. 154, and the plans and spe-
cifications, and said wor:� iiaving been completed� accepted and approved, and,
�-IEREAS, The City Engineer filed wit,h the Council his report of the cost
of said Alley after same had been cornpleted, amounting to �1522.42, now, there- "
fore,

SECTZOV l;- That for the purpose of paying said Anton H. Haas eaid amount
of �15?.2.42, expended -by him accordin� to his contract. by establishin� a grade
for same , and b y grading to the eatab lished grade and paving with concrete,
tY�.e alley between Sprigg and Ellis Streets � fron Bellevue Street to North S'trset
in the City of Cape Girardeau� B�issouri, which sum is wit�in the estimate cost
t�ade by the City Engineer, said sum of �1522.42 is hereby levied� apportioned,
assessed and taxed as follows against the lote frontin� and abuttin� on that
p�.rt of t�ie alley as hereinbefore set out. Tl�e alley herein mentioned was
constructed under and by nirtue of the authority therefor as provided for in
Costu:�iasion Form Ordinance �To. 50 and Corr�ni$sion Form Qrdinance �To. 154. Said
propexty lote, parts of lots, piecee and parcels of ground lying and being
situated in the City of Cape Girardeau, County of Cape Girardeau, and State of
�dissouri, are described aa hereinbefore aet out, to-;vit;-

SECTI��N 2;- The City Clerk shall iseue Special Tax Bi11s in favor of Anton
H. Haas , contractor fox improving the alley k�etween Spri�g and Elli$ Streete
from Believue Street to Nortn Street, by establishin� a grade for 8ame, and by
grading to the estab lished grade andp�,ving with concrete, and against all the
lots , parts of lots, pieces and parcels of �r�und �ronti.ng or abutting the
alley between Sprigg and Ellis Streets , from B ellevue Street to NortY� Street,
and assessed and taxed as required by law and the Ordinances of thi� City. Al1
of wnich Special Tax Bills authorized to be iasued herein shall be a lien on
s�.id lots � p arts of lots , pieces and parcels of ground and shall bear intereet
at the rate of Eight (8�) per cent per annura after t,hirty ( 30) day� from the
date of issuance thereof until paid and said Special Tax Bills shall ao ex-
presaly state. Said Special Tax Bills so issued shall be delivered to Anton H.
Haas , contractvr, and for said work of eatablis�:ing the grade and by grading to
the establiahed grade and paving �rith e��ncrete the alley between Spri�g and
Ellis Streets , as herein set out and shall be substantially in the following
form.
SECTION 3:- This Ordinance ehall be tn force and take effect from and after
its passage.
