a�fiEREAS� The City o f Cape Girardeav� by its Ci ty Counci 1,. on the
5th day of June, 1.922, adopted a resolution declaring it neceesary to im-
prove that part of Water Street from the north lihe of Broadway to the
north end of the concrete resurtacing between Broadway and 2'hemia Streets,
as set out in the title hereof, and,
WHEREAS, By virtue oF the authority of Corrnnission Form Ordinance
rTo. 148, passed and approved on the 27th day of June, 1922� the Council
declared said improeement to be necessary and direoted the City C1erY to
advertise for bids for said work� and,
WHEREAS, F. W. Keller was awarded the co ntract to improve that part
of Water Street 2'rom the north line of Broadway to the north end of the
aoncrete resurfacing between Broadway and Therrnis Streets, according to the
plans and specificatior,s of the City Engineer� and for the price ard sum
set forth in his proposa� �.nd contract to accept in payraent therefor,
Special Ta�x Bills to be iesued by the City of Cape Girardeau in hie favor
as Contractor as pro�ided for by Corrunissior: Form Ordinance rTo. 50 and
Cammissior Form Ordinance �o. 148� and,
WfiF�.EA5. Sazd F. QP. Ke21er entered into Contr�.et and bond for the '
faithful performance of r�is contract for t�ie impro�rement of �aid street as '�
provided in said resolutian and Commission Form Ordinance r7o . 148, and �
the plans and apecfficati�r� � and said worY having been completed, accpeted �
and approved, and, ;
�H�REAS, T�le City Enginesr filed with the Council his report of '
the cost of �aid �treet after same have been completed amountin� to �955.1.0

wlzich sum is wit'r�in the estimate of cost made by the City Engineer� said ;
sum of �955.].C� is hereby levied, ap portioned� asseased and t�,xed against �
the lots f ronting and abutting on that part of Water Street as hereinbe- �
fore set out. The etreet herein mentioned was construc�ed under and by vir- ';
tue of the author9.ty therefor �s is provided for in Commission Form Qrdin-

SECTION 2. The City Clerk ahall isaue Special Ta�c Bills in favor of F.
�. Keller, contbactor� for resurfacin� with a reinforced eoncrete pavement �
that part �f Water Street from trie north line of Broad��ay to the north end
oP the concrete resurfacing between Broadway and Themie Streetm and againet
all the lote, parta of lots, pieces and p arcels of land f ronting or abutting
on Water Street between the points mentioned herein� and assessed and ta�ced
as required by law and the Ordinances af this City. A17. of r�hich Special
Tax Bil�s authorized to be ieaued herein sha,ll be a line on said lots� partx
of l�ts, pieces and parcels of land and shall b ear interest at the rate of
eight (8�) per cent per annum after th'�rty ( 30) days from the date o�' isauance
thereof until paid and said Special Tax Bills eYiall so expresaly s�ate.
Said Specail TaX Bills eo isaued s��.11 be delivered to F. W. Ke ller� co ntrac-
tor� and for said vrorY Of �esurfacing °with a reinforced concrete pavement
on tNater Street as herein set out and ahall be eubstantially in the Pollow-
